Chairman Whitted explained to persons pr-went that the Board was <br />not in a position to make a commitment about space for the Community School <br />for People Under Six at the present time. <br />Commissioner Willhoit said, I heard from someone that they had <br />heard that if the bond package passed that we (the Board of Commissioners) <br />were planning to renovate the (Northside) building and that there would not - <br />be a space (for the Community School for People Under Six), and I know that <br />(issue) has never been discussed by this Board. I think it is important that we <br />come out at a time when the existence of the day care center appeared to be <br />threatened and we did affirm the Board's previous stance on day care - <br />that it (the Board) was making a commitment to day care and playing a <br />very large role in the human and social services needs of the community. <br />As I said, it has not been discussed that this service would not be <br />provided - - it just has not been discussed. We are providing additional <br />space for County facilities and I would think that the chances are very <br />good that it would continue We have already made a commitment of <br />funds to provide the renovation for the Community School there (at Northside) <br />to meet the (building and safety) codes and that seems to me to speak to <br />the commitment of this Board to that purpose." <br />Chairman Whitted explained the Board would be in a better position <br />to make a commitment concerning the best utilization of space at the Northside <br />site after it knew the results of the vote on the upcoming bond referendum. <br />Agenda Item 6: JOCCA <br />The Manager submitted a memorandum written by the CETA Director giving <br />his recommendation concerning JOCCA's request for additional funds for an <br />employment and training operations program. For copy of this memorandum, <br />see page 60 of this book. <br />Commissioner Gustaveson moved, seconded by Commissioner Barnes, to <br />approve the Manager's recommendation to endorse JOCCA's efforts to secure <br />special employment and training funds from the State Department of Employment <br />and Training. Vote: ayes, 5; noes, 0. <br />Agenda Item 7: Land Use Goal Statement <br />Mr. Brian Benson, member Orange County Planning Staff, made a <br />presentation concerning Land Use Planning Goals and Policy Questions. <br />Commissioner Barnes moved approval of the Land Use Planning foals <br />as amended. Motion died for lack of a second. <br />Commissioner Willhoit moved to refer proposed County-wide Goals back <br />to the Planning Staff to prepare a preamble which will define more precisely <br />-~- <br />
