Mr. Irvin feels that serious <br />6. thought should be given to financial arrangements for any airport. He feels <br />7. that the backing should be sound in order to prevent collapse of any new air- <br />8. port and to prevent leaving UNC without an airport. <br />9. Mr. Lee Mehler read for the record a letter from a regional representative <br />10. of the Aircraft Owners and Pilots Association (that letter is on pages of <br />11. this book). Mr. Mehler feels that there are some deficiencies in the airport <br />12. study. He stated that he would frame his comments specifically to Midway Air- <br />13. port because of his familiarity with that site. Mr. Mehler then addressed the <br />1!}. study: page 22, item g--he questions whether or not there are thirty-four <br />15. structures; structure is not defined; <br />16. page 24, item j--soil suitability, he questions whether or not this is <br />17. a "major factor" or "properly defined." He says it is a "cost factor" for <br />18. construction and it is a considerabhe cost factor. He feels this cost will limit <br />19. future development of the area. Airport approval fora septic system has been re- <br />20. ceived::page 24, item k-- <br />21. ~ page 24, item k--impact on agricultural activity, Mr. Mehler feels this <br />22. kind of impact by the Midway Airport would be mimimal.because of the noise impacts <br />23. and restrictions that Midway has. <br />24. Commissioner Willhoit asked Mr. Mehler the basis for his speculation on <br />25. the noise impact; Mr. Mehler replied the "information supplied by Mr. Bruce <br />26. Matthews." Mr. Mehler further continued in response to Commissioner Willhoit <br />27. that it was noise over a twenty-four hour period. Mr. Mehler continued his com- <br />28. ment: the site is barren, surrounded by a buffer of woods; he feels that at this <br />29. noise level impact on animal breeding activity will be nil. <br />30. page 37, # 3--Mr. Mehler asked what the definition-of "slight" increase <br />31, in the County. tax rate was. He said, due to the ongoing nature of maintenance <br />32. at the airport he would doubt whether the increase would be slight, but he had <br />33. no idea what it would be. <br />34. Chairman Whitted read for the record a letter he had received from Mr. <br />35. John Temple, representing the University of North Carolina's position with <br />36. regard to Section IX of the Study. (Item 4 under Consideration #2 and Item <br />37. 2 under Consideration #3.)
