MARCH 22, 1982 The Orange County Board of Commissioners met in regular session on Monday, March 22, 1982, at 7:30 P.M. in the Superior Courtroom of the Orange County Courthouse, Hillsborough, North Carolina. Commissioners present: Chairman Richard E. Whitted, and Commissioners Norm Gustaveson, Shirley E. Marshall, Norman Walker and Don Willhoit. Board Comments The Manager added budget amendments to the agenda while Commissioners Willhoit, Whitted and Gustaveson added consideration of the moratorium on subdivisions, correction of the Minutes of October 26, 1981, and discussion of Green Boxes, respectively. There were no comments from the audience on matters either on or not on the printed agenda. C. Minutes Commissioner Marshall moved, seconded by Commissioner Gustaveson, to approve the Minutes of January 4, 1982, as submitted. Vote: ayes, 5; noes, 0. Commissioner Gustaveson moved to correct the approved Minutes of October 26, 1981, with regard to Article I, Sec. 2 of the Orange County Personnel Policy amended on that date as follows: Sec. 2. Coverage. This policy will cover all permanent, full-time and probationary employees, except as speeifieaIIy exempted. The county attorneys, members. of the Board oY Commissioners, and members of advisory and special boards and commissions will be exempted, except in sections where specifically The following employees are exempt from the policy, except in the instances cited below: employees of the North Carolina Agricultural Service, except that they will be subject to Article III, Section 3; employees governed by rules of the State Competitive Service System, except that they will be subject to Article 'III, Sections 1-3 and 5-16.
