MARCH 22, 1982 <br />The Orange County Board of Commissioners met in regular session on <br />Monday, March 22, 1982, at 7:30 P.M. in the Superior Courtroom of the Orange <br />County Courthouse, Hillsborough, North Carolina. <br />Commissioners present: Chairman Richard E. Whitted, and Commissioners <br />Norm Gustaveson, Shirley E. Marshall, Norman Walker and Don Willhoit. <br />Board Comments <br />The Manager added budget amendments to the agenda while Commissioners <br />Willhoit, Whitted and Gustaveson added consideration of the moratorium on <br />subdivisions, correction of the Minutes of October 26, 1981, and discussion <br />of Green Boxes, respectively. <br />There were no comments from the audience on matters either on or not <br />on the printed agenda. <br />C. Minutes <br />Commissioner Marshall moved, seconded by Commissioner Gustaveson, to approve <br />the Minutes of January 4, 1982, as submitted. Vote: ayes, 5; noes, 0. <br />Commissioner Gustaveson moved to correct the approved Minutes of October <br />26, 1981, with regard to Article I, Sec. 2 of the Orange County Personnel Policy <br />amended on that date as follows: <br />Sec. 2. Coverage. <br />This policy will cover all permanent, full-time and probationary employees, <br />except as speeifieaIIy exempted. The county attorneys, members. of the <br />Board oY Commissioners, and members of advisory and special boards and <br />commissions will be exempted, except in sections where specifically <br />The following employees are exempt from the policy, except in the <br />instances cited below: <br />employees of the North Carolina Agricultural Service, <br />except that they will be subject to Article III, Section 3; <br />employees governed by rules of the State Competitive <br />Service System, except that they will be subject to Article <br />'III, Sections 1-3 and 5-16. Employees of the drange County <br />Health Department (with the exception of the Director) <br />shall also be subject to Articles X and Xl, provided, <br />harever, no permanent employee of the Orange County <br />LTm74~.
