3'78 <br />Budget fox the Town of Chapel Hill. He stated furthex that the Planning <br />Board had rejected the Airport Road site for the animal shelter. <br />Commissioner Walker stated that he still believes that a dog <br />pound is needed in this part of the County. <br />Vice Chairman Whitted referred to Item XVIII: Members of the <br />Board of Commissioners have been provided copies of a proposed County <br />Personnel Ordinance. Does the Board wish to further alter this pro- <br />posal or will it consider the Ordinance in its present form. <br />Discussion ensued among members of the Board as to the difference <br />between a Personnel Ordinance and Personnel Policy. <br />Commissioner Pinney suggested that on Page 35, Section 3 (c) the <br />word justified be changed to satified. He questioned page 24, Section 9 <br />concerning longevity pay, and stated that he wondered. if this was needed. <br />Further discussion ensued as to whether ar not elected officials are <br />required to follow the Personnel Ordinance in the hiring and firing <br />practices. <br />Commissioner Gustaveson suggested that the Institute of Governments <br />be contacted for an answer as to the difference between a Personnel <br />Ordinance and a Personnel Policy. He further stated that he felt the <br />Personnel Ordinance should be set aside until the Board had an answer <br />to this question and until Mrs. Garrett was present. <br />Commissioner Whined informed the Board of a meeting concerning <br />septic tank requirements to be held i.n Raleigh on April 15, 1976. <br />The County Manager stated that someone would be going from the County staff. <br />The meeting was then adjourned. r`~ <br />Flora R. Garrett, Chairman -. <br />Agatha Johnson, Acting Clerk <br />ORANGE COUNTY BOARD OF EQUALIZATION AND REVIEW <br />April 14, 197 <br />The 1976 Orange County Board of Equalization and Review convened <br />at 7:00 p.m. on April 14, 1970 in the Com missioner's R oom of the Orange <br />~~ County Courthouse. <br />Members present were Flora Garrett, Richard Whin ed, Norman <br />Gustaveson, Norman Walker and Jan Pinney. <br />The Board heard appeals of the 1976 real property tax valuations <br />of the indicated properties by the following persons: <br /> Township Tax Map Slock~ , Parcel <br />J. Pons) Chapel Hill 85 M 42 <br />William Hopewell Hillsborough 12 C 12 <br />(Dalton H. Loftin) <br />The Board also considered an appeal by Eugenia Hearne concerning <br />the valuation of property of Tola Oldham Hearne (Chanel Hill Township, <br />Tax Map 95, 31ock G, Lot 8) and by appropriate order reduced the 1976 <br />valuation of this property from $$,100 to $6 „ 00; the Board by appropriate <br />order reduced the 1970 valuation of the property of Allen E. Cato, Jr. <br />(Cedar Grove Township, Tax Map 37 Parcel 12) from X124,000 to $105,500. <br />
