3~s <br />associated with the ERA Movement. <br />Ms. Cricket Ussery informed the Commission and the Board that the <br />Association of Women Student at UNC had donated $250. to aid the <br />Commission until more funds were available. <br />Mr. Whitted dismissed the group to meet in the Old Courthouse <br />Building. <br />Vice-Chairman Whitted referred to Item xIII: Commissioner Pinney <br />wished to discuss some problems associated with the topographic mapping <br />seemingly being required in the sediment control program. <br />Mr. Odde, Sedimentation Officer has submitted the following comments <br />to aid in the discussion of this item. <br />"I need topa. maps to: <br />(1) Establish drainage patterns, <br />(2) Identify critical areas and locate the limits of the land <br />disturbing activity. <br />Topegraph affects the shapes of watersheds and the slopes in a <br />watershed have a major effect on the rate of run off and the peak <br />discharge rate at downstream points. <br />For large watersheds or small watersheds that are located on critical <br />steep slope areas, the inclusion of topo maps in the sedimentation <br />control plan is mandatory; because I would need it in checking design <br />calculations of grade stabilization structures and the estimation of <br />peak rate of discharge. <br />Based an the information that is presented to me during the preli- <br />minary review process with clients and the factual data before me, <br />I will determine whether or not to waive the requirements of sub- <br />mitting a plan or obtaining a permit or attaching a topo map to. <br />the Erosion Control Plan." <br />Mr. Pinney stated that he felt there should be a cut-off point in <br />the requirement of topographic maps. That small property owners should <br />not be required to present these maps. Another problem, Mr. Pinney <br />stated was who is exempted and who is not. Mr. Pinney suggested a <br />broader outline of the requirements of the Erosion Control Plan in <br />these two areas. <br />The Ceunty Administrator was requested to work with Mr. Oddo and <br />resolve these problems by revising the criteria. <br />Vice-Chairman Whitted informed the Board that Stem XIV would be <br />deferred until the third Tuesday's meeting. Item XIV is the County's <br />involvement in housing programs. Commissioner Whitted would like to <br />discuss practical ways to bring these programs together. <br />Mr. Whitted referred to Item XV: Members of the Board of Commis <br />sinners have been provided a Proposed Administrative plan for the <br />County's Section 8 Housing Program. Will the Board of Commissioners <br />authorized detaileda~egotiations, with the Chapel Hill Housing Authority, <br />to develop a contract for implementation of this plan? <br />~. <br />The County Administrator advised the Board that a proposed admini- <br />strative plan had been developed by the Chapel Hill Housing Authority <br />for improvement of existing sub-standard housing in the County. The <br />duration of the Contract is for two years. Mr. Gattis informed the <br />Board that all monies were federal monies through HUD. <br />Discussion ensued. The Board agreed that there were many un- <br />answered questions concerning the program and that the program needed <br />further negotiation, possibly for a one year duration instead of two <br />years . <br />Commissioner Gustaveson moved to enpower the County Manager to <br />negotiate further with the Town of Chapel Hill to attempt to negoti- <br />ate a contract for one year beginning with July 1, 1976 through July 1, <br />1977. Commissioner Whitted seconded this motion. <br />All members of the Board voted aye. and the motion was declared <br />passed. <br />
