3'74 <br />Mr. Edwards stated that Gary Davis, one of the buyers, was present <br />to report on an investigation into these lots. Mr. Davis stated that <br />it appeared that these lots were being sold without being properly <br />platted or subdivided and that no road provisions had been set out. <br />Therefore, when owners of these lots come to obtain building permits, <br />they are faced with various problems. <br />Mr. Edwards stated that Mr. Hazard was requesting a hardship variance. <br />The County Attorney was requested to research the sale of this pro- <br />perty which is not properly platted or subdivided. Discussion ensued. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Walker, <br />it was moved to approve the preliminary plat of Fred Hazard and that a <br />hardship variance be granted. <br />Commissioner Gustaveson offered a substitute amendment to Mr. Pinney's <br />motion that the Board approve the variance on the road and that the three <br />owners of the property be willing to pay the front footage price to bring <br />the road up to state standards: <br />This motion died for lack of a second. <br />Mr. Pinney then offered his original motion. <br />The Chairman called for the vote on Mr. Pinney's motion. <br />Voting aye were Commissioner Gustaveson, Pinney, Walker and Whitted. <br />Voting nay was Commissioner Garrett. <br />The Chairman declared the motion passed. <br />Chairman Garrett referred to item X on the Agenda: The Social <br />Services Department will present a Title XX Contract proposal in- <br />volving Geriatric Day Care for consideration by the Board of Commis- <br />sinners. Representatives from the local Mental Health Agency, Mrs. <br />Alice Myers, the Council on Aging, Dr. Charles Martin, and the <br />Recreation Department, Wayne Weston are present to review this pro- <br />posal with the Commissioners. <br />Tom Ward, Social Services Director, presented the proposed Title <br />XX Contract to the Board. <br />Ms. Myers stated that the Geriatric Day Care was an adult day care <br />center with priority for citizens over the age of 65. She stated that <br />the program would be conducted in the Recreation Department from 9:00 <br />a.m. to 3:00 p.m., each week day. Transportation would be provided by <br />the Countil on Aging and the meals provided by Joint Orange-Chatham <br />Community Action. <br />Mrs. Garrett stated that her concern was that this program was <br />not coordinated through Mr. Nassif, our Facility Study Consultant. <br />The Board was assured that should there be a conflict of any kind, <br />the Geriatric Day Care would relocate elsewhere. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Walker, it was moved and adopted to approve the Title XX Contract <br />proposal involving the Geriatric Day Gaze.. ~ <br />The Chairman referred to Item XI: The Social Services Director <br />will present the tentative budget proposal of the Social Services <br />Department for the coming fiscal year. <br />Tom Ward filed with the Board the tentative budget proposal for <br />consideration. - <br />Commissioner Gustaveson moved to set a date to meet with the <br />Social Services Director and Board and discuss the budget. <br />The Board agreed to meet with the Social Services Board on Thursday, <br />April 15, 1976, at 6:00 p.m., at the Colonial Inn. The Board will then <br />consider this item and also Item XTX: A tentative budget propOSal for <br />the IV-D (Child Support) Program far the coming fiscal year. <br />Both of these .. proposals are required to be acted upon by April <br />15, 1976. <br />
