Final Plat of Phase II Northwood Subdivision. This is located <br />at the intersection of NC #86 and 5R #1727 in Chapel Hill Township. <br />It consist of 33 lots of about 1 acre each. The preliminary plan <br />was approved July, 1974. Mr. Edwards remanded the Board that as <br />in the other Phase of this subdivision, there was no soil problems. <br />The Planning Board had approved this plat unanimously. <br />Commissioner Walker moved that the Board follow the Planning <br />$oard's recommendation and approve the plat of Phase II Northwood <br />Subdivision. Commissioner Pinney seconded the motion. <br />a <br />Discussion ensued. Mrs. Garrett stated that her question was <br />why water could not be obtained from the University system instead <br />of a community water system. Mr. Mellott replied that he had talked <br />with Mr. Billingsley about the situation and that no workable solu- <br />tion had been reached. <br />Commissioner Pinney called for the question. <br />Chairman Garrett called for all who-would vote on ,the calling of the <br />motion. All members of the Board voted aye. <br />Chairman Garrett called for the vote an Commissioner Walker's <br />motion. Commissioners Gustaveson, Pinney, Walker and Whitted voted <br />aye. Commissioner Garrett voted nay. <br />The Chairman declared the motion passed. <br />The Chairman deferred from the Agenda to hear a delegation of <br />citizens from the Efland-Cheeks Community concerning road conditions <br />in that area. Mrs. Betsy McAdoo was spokesman for the group and she <br />stated that the residents of that area wished to have Road Numbers <br />1313, ].314, 1315, 1316, and 1378 reclassified from subdivision roads <br />to "goad old dirt roads." The delegation cited many of the road <br />problems in the community. <br />Chairman Garrett spoke of the previous meeting with the Efland- <br />.. .Cheeks Development Association and stated that she had written Mr. <br />Budd, Governor Holshouser and Lt. Governor Hunt about the matter, <br />but had only received a response from Mr. Hunt, who had referred her <br />letter to Senator Garrison. <br />Mrs. McAdoo informed the Board that she had heard from Senator <br />Garrison, who wrote her that it would be impossible to get these <br />roads paved. <br />Chairman Garrett spoke of three specific steps to help the citizens <br />with their read problems (1) plan a tour of the Efland-Cheeks area <br />with Mr. Jones, the press, citizens and the Commissioners, (2) request <br />to be placed on the Secondard Roads Council Agenda, to discuss the <br />problems in the area, and (3) consider the possibility of •establishing <br />a fund to help property owners to finance the paving of their roads. <br />The Board agreed to meet with Mr. Jones and the citizens of the <br />Efland-Cheeks area on Friday, April 16, 1976 at 3:30p.m. to tour the <br />area. <br />Chairman Garrett referred to Item VIII - H: Zoning Ordinance <br />Amendment - The Agenda stated that Section 10.4 dealing with zoning <br />lots be deleted. <br />Item VIII - .I: Subdivision Ordinance Amendments <br />That the Subdivision Ordinance be amended by deleting Sections: <br />III-C-3; III-E; III-E-1; III--E-1-a; IV-B-1-C; TV-B-4-b. <br />
