<br />The Chairman referred to Item III-A: An Ordinance Regulating the
<br />Discharge of Firearms in Orange County.
<br />Plrs. Garrett recognized A. B. Coleman, Jr., County Attorney, who
<br />read a proposed Ordinance entitled "Ordinance Regulating the Discharge of
<br />Firearms in Orange County".
<br />Che Chairman then advised the audience that a question and answer
<br />period would be allowed.
<br />The question and answer period ensued.
<br />At the conclusion of the discussion period Commissioner Walker moved
<br />that the Ordinance submitted by the County Attorney not be adopted and that
<br />the Board of Commissioners move to the next item on the Agenda.

<br />Commissioner Pinney offered a second to the motion of Commissioner
<br />Talker .
<br />Chairman Garrett called for the vote.
<br />Commissioners Walker and Pinney voted aye.
<br />Commissioners Garrett, Gustaveson, and Whitted voted nay.
<br />The Chairman declared the motion defeated.
<br />Commissioner Whitted then suggested that the Board ask the County
<br />Attorney to look into the ideas earlier advanced by Air, riax Kennedy and
<br />attempt to prepare an Ordinance built around this concept. (Nir. Kennedy
<br />earlier had suggested that if an Ordinance was enacted, it should be one
<br />that made it a crime to carelessly or negligently handle a firearm in such
<br />a manner that is likely to endanger the safety and property of others.)
