HVAC System Upgrade _ Life Cycle Cost Analysis <br />performed by Reece, Noland & McElrath, lnc. SRN&M}; <br />2} Consider authorizing a contract with Southern Piping , Incorporated of Raleigh for <br />replacement of the approximately ~5 year old Jai! chiller and; <br />3~ Consider authorizing a contract for professional services .with RN&M for the design of a <br />replacement heating, ventilation and air conditioning ~HVAC~ system for the arange <br />County Jai! pre-199? sectors} as recommended in the Apri! ADO? system analysis, <br />including preparation of bid. documents and construction management and far <br />performance of an Existing Building Code Review. <br />BACKGROUND: The HVAC system serving the pre-199? sections of the Jail is approximately <br />25 dears old, and as such is~ beaming increasingly unreliable far meeting the on-going <br />demands of this 24 hours per day, 355 day per year facility. In additive, due to growth in the <br />number of occupants staff and inmates} and modern standards for ventilation, the overall <br />HVAC system is in need of replacement. <br />~ ~ grange County Jail HVAC System Replacement and Upgrades <br />At its August ~Z, 2496 meeting, the Board approved retaining the services of RN&M tv identify <br />current heatin and coolin loads forthe Jai! and to identify an apprapriateenergy-efficient <br />g g <br />replacement HVAC system, including improvements needed to bring the system to current <br />standards for air flawlventilation, at a cost of $G,SaD. An additional $1,24Q was also approved <br />at this time for design work to address air quality issues at the Court Street Annex building. <br />This analysis was completed by RN&M in April Za? and determined that geothermal heat <br />um s were nvtfeasible far serving the Jail. Initial consideration was given to adding the Jail to <br />p p <br />the gev-thermal system tv be constructed for the new Justice Facility, but due to locations of <br />
