whether or pat the 3oard could approve the plats. ~S <br />Steve Bernholz, county Attorney, presented tree following <br />letter addressed to ATayor T.:allace in response to Chapel Hill's request <br />to Extend the Extraterritorial Planning Jurisdiction of the Town of <br />Chapel Hill. The Board reviewed the letter and the Chairman was <br />authorized to sign the same. (For a copy of this letter see the <br />minutes of the Aiarch 1st meeting.) <br />Chairman Garrett referred to Item II - A: Recommended procedure <br />to exr~and the Service Area of the South Orange Fire District. <br />The County A"_anager reported that the required number of property <br />owners had not signed the petition for the extention of the South <br />Orange Fire District. The General Statutes stated that the two-thirds <br />of the property acaners must sign the petition and that only fifty (50) <br />--- signatures appeared on the petition. He stated that he had informed <br />the property owners of the status of the petition. <br />B. A Possible Ordinance Regulating the Discharge of Firearms: <br />A. B. Coleman, Jr., County Attorney, presented. a proposed Ordinance <br />Regulating the Discharge of Firearms. Discussion ensued. The County <br />Attorney was instructed to make certain changes in Section B such as <br />the wording "occupied dwelling" to "dwelling". <br />Further discussion ensued. Carmmissioner S•~alker suggested that a <br />public hearing be held on the proposed Ordinance. The Soard agreed <br />that the proposed Ordinance should appear on the Agenda for the A:arch <br />16th meeting. <br />Chairman Garrett referred to Item III: The Chairman is submitting <br />for the Board's examination a possible Ordinance regulating the disposal <br />of trash in containers provided by Orange County. <br />Johnny Horner, staff member, was present. <br />The Board reviewed the proposed Ordinance concerning the Green <br />Box Program. It was agreed that an Ordinance should be adopted but <br />that the prohibited items for disposal should be spelled out and signs <br />posted at each Green Box site. The County ATanager recommended that <br />the Board consider placing Green Boxes outside the entrance of the <br />land fill area in order to encourage people to dispose of the prohibited <br />i tuns . <br />It was agreed that the County I-Tanager, the County Attorney., and <br />the I•:aintenance birector should review the proposed Ordinance and bring <br />recommendations back to the Board. <br />Chairman Garrett referred to Item VII: The County A:anager will <br />make a brief report of progress being made towards development of a <br />new County Personnel Ordinance. <br />PTr. Gattis stated that he would meet with representatives from the <br />State Personnel Office about the middle of Aiarch and that the proposed <br />Personnel Ordinance should be available soon thereafter. <br />A. S. Coleman, Jr., County Attorney, requested permission to report <br />on the E7orthside School property. He stated that it was proving to be a <br />gigantic task to meet with each adjoining property owner concerning the <br />boundary of the h'arthside school property, but that his office was proce- <br />eding on the matter and that all agreements should be signed within the <br />next month. <br />The Chairman referred to Item VIII: I•]ay the County Aianager proceed <br />with the taking of bids for a County Vehicle Aiaintenance Facility? The <br />Count~rATanager referred the Board to the Agenda Attachment which stated <br />that tentative plans and specifications for the County Vehicle Aiai.nten- <br />ante Facility had been completed and are available. The County is now <br />in a position to proceed with the bidding process unless the Board feels <br />input from other sources is desirable. On the assumption the County <br />tTanager is instructed to proceed with the bidding process now, the <br />project time schedule would look about like this: <br />Advertising Starting about Piarch 3rd <br />Bid Dpening Roughly Aiarch 25th <br />Bid Analysis Last t+leek in Aiarch <br />Report to the <br />commissioners lst ATOnday in April <br />
