348 <br />Amendments and stated that the Title XX Services, the Legal Aid Pro- <br />gram, and the Chore Service Support were all optional programs that <br />the Board had funded within the 1975-1976 Social Services Budget. <br />He said that there was now approximately $60,000. of unused funds <br />available in the Aid to Families with Dependent Children Program and <br />in the Medical Assistance Program, and that he wished to utilize <br />these sources of funds for the continuation of the Chore Service <br />Program at its full level of service for the remainder of this <br />fiscal year. <br />Discussion ensued. <br />The Finance Director recommended that all spending relative to <br />the Chore Service Program be held to the originally appropriated <br />level for the remainder of the fiscal year. Further discussion <br />ensued concerning the priorities of the Social Services Department. <br />Commissio~r Walker moved that the Budget Amendment be approved. <br />This motion died for the lack of a second. <br />Further discussion ensued. <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Whitted, it was moved and adapted that the Social Services Budget <br />Amendment request be deferred until the third Tuesday's meeting in <br />March. <br />B. Status of Northside School Land Transfer. <br />C. Recommended procedure to expand the service area of the <br />South Orange Fire District. <br />D. Results of investigation regarding the extra territorial <br />Zoning Jurisdiction of the Town of Chapel Hill. <br />E. A possible Ordinance regarding the discharge of firearms. <br />These items were deferred until the afternoon session. <br />Chairman Garrett referred to Item #5: The Chairman is submitting <br />far the Board's examination a possible Ordinance regulating the dis- <br />posal of trash in containers provided by Orange County. <br />Chairman Garrett stated that property owners had complained of <br />excess trash being left around the Green Box area which has led to <br />the necessity of some type of Ordinance to control this violation. <br />Discussion ensued concerning the uses of the Green Boxes and the <br />wording of the proposed Ordinance. <br />Action on this proposed Ordinance was deferred. <br />Chairman Garrett referred to Item #6 on the Agenda: Plats for <br />consideration: <br />A. Lacy O. Wilkerson - This property is located in Chapel Hill <br />Township on State Raad #1130. The plat was approved by the Planning <br />Board in November, 1974, however, the owner failed to record this <br />instrument. On February 16, 1976, the plat was resubmitted to the <br />Planning Board and received the endorsement of all Board Members at <br />that time. The plat effects the division of a larger tract into five <br />smaller units. Each unit is more than one acre in size. <br />Upon motion of Commissioner Pinney, seconded by Commissioner __. <br />Walker, it was moved and adopted that the Lacy O. Wilkerson final <br />plat be approved. <br />B. J. C. Garrett - This property is located in Eno Township off <br />State Road# 1574.
