FA <br />• A road should be built that connects the neighborhood to Weaver Dairy Rd. <br />• Water and sanitary sewer mains should be extended to the community. <br />• The Towns of Chapel Hill, Carrboro, Hillsborough, and Orange County should <br />collaborate to identify and secure funds to be used for financing the entire cost of <br />OWASA water and sewer connections for individual homes within the Historic <br />Rogers- Eubanks community as part of the compensation for the 37 years of <br />hosting the Orange County Landfill and other solid waste facilities. Attachment 1 <br />[of the report] provides a list of available funding sources at the state and federal <br />levels. <br />• Passive recreation opportunities such as trails should be constructed on the <br />Greene Tract. In order to do so, the Greene Tract Concept Plan should be revised <br />by the local governments to reflect changing conditions along with this plan. <br />NOTE: A large portion of the Rogers Road Small Area Plan planning area is comprised <br />of the "Greene Tract." The Greene Tract is a 104 -acre parcel in the joint ownership of <br />Orange County and the Towns of Carrboro and Chapel Hill. Additionally, the County <br />solely owns an adjacent 60 -acre parcel that was originally part of the Greene Tract plus <br />the "Neville Tract" which encompasses 14.7 acres. The BOCC Minutes contained in <br />Attachment 4 provide greater context of the Greene Tract and the jointly agreed upon <br />uses for the Greene Tract. Additionally, there have been more recent discussions <br />regarding the Greene Tract to include a school site on the tract and to reorient the <br />designated affordable housing area on the tract. <br />• The Town should explore options similar to the Homestead Exemption that would <br />enable current property owners, particularly long -time residents, Habitat residents, <br />and descendants of the Historic Community, to retain ownership of their property. <br />• Local governments should collaborate with the community to develop strategies <br />that help ensure that the majority of the housing stock be affordable to those <br />making at or below 80% of the Area Median Income. <br />At the end of April 2009, Orange County received a letter from the Town of Chapel Hill inviting <br />comments on the Report and requesting comments by June 30 (see Attachment 1). The Report <br />was sent to the following County staff for review and comment: <br />County Manager <br />Assistant County Managers (2) <br />County Engineer <br />Director of Solid Waste <br />County Staff Comments <br />Director of Purchasing and Central Services <br />Director of ERCD <br />Director of Planning <br />Director of Community Development <br />Staff's comments are contained in Attachment 3. After receiving comments from local <br />governments and advisory boards, the Town Council will consider amendments to the Chapel <br />Hill Land Use and Comprehensive Plan. <br />
