ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 2, 2009 <br />Action Agenda <br />Item No. 9- - ~~ <br />SUBJECT: Repair of Ice Surface at Trian le Sportsplex <br />DEPARTMENT: Purchasing PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />INFORMATION CONTACT: <br />Pam Jones (919) 245-2652 <br />Gary Humphreys (919) 245-2453 <br />PURPOSE: To consider authorizing the Purchasing Director to exceed the signature limit of <br />$20,000 in order to repair the ice surface at the Triangle Sportsplex. <br />BACKGROUND: A section of the ice surface at the Triangle Sportsplex has developed <br />inconsistent textures and is creating a safety hazard for skaters who utilize the rink. This <br />condition called "warm ice" is created by failure of the piping system beneath the ice. <br />Recreation Factory Partners (RFP), the firm with whom the County contracts for Sportsplex <br />management, has identified the source of the problem and has worked with R & S Mechanical <br />and Rink Specialists to create a repair plan. The repairs are estimated to cost approximately <br />$80,000. <br />The staff of RFP will coordinate the repairs among the various trades that must be employed to <br />carry out the work. Individually some of the trades will exceed $20,000, which is the Purchasing <br />Director's approval limit. In order to expedite the work and ensure a minimal disruption in <br />services, the Board is asked to authorize the Purchasing Director to issue the purchase orders <br />which may exceed that limit. <br />The area of repair will be cordoned off during repairs. The rest of the rink will remain <br />operational. <br />FINANCIAL IMPACT: The total cost of this work is estimated to be $80,000. Not carrying out <br />the work will likely cause the ice to fail in other areas and require the rink to be shut down <br />entirely until repairs can be made, thereby dramatically affecting revenues. While sufficient <br />funds exist to fund the amount cited for ice repair, the Sportsplex Enterprise Fund does not <br />have sufficient cash to support both these repairs and the projected amount of operational <br />subsidy to the Sportsplex through June 30, 2009. The Financial Services Director has indicated <br />a transfer of approximately $47,000 from the General Fund will be needed to accommodate <br />
