ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 2, 2009 <br />Action Agenda <br />Item No. 4 -Q <br />SUBJECT: Renewal Agreement with Chapel Hill Training and Outreach, Inc. and Health <br />Department for Dental Services for Head Start <br />DEPARTMENT: Health PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Agreement <br />Business Associate Agreement <br />INFORMATION CONTACT: <br />Rosemary Summers, 245-2411 <br />PURPOSE: To approve a renewal agreement for Health Department provision of dental <br />services for the Head Start Program offered by Chapel Hill Training and Outreach, Inc. in <br />northern Orange County. <br />BACKGROUND: Chapel Hill Training and Outreach Program (CHTOP) won the federal <br />contract to provide Head Start services in northern Orange County in 2002. It opened a new <br />Head Start Center in Hillsborough in 2003. One of the requirements of Head Start is that all <br />enrolled children be screened for dental problems and have any problems identified serviced. <br />CHTOP has contracted with the Health Department for these services. Families could elect to <br />receive service from another dental provider if they have one. The contract is for approximately <br />$8,000 on an annual basis or about $100 per child. This includes an on-site screening and full <br />in-office screening for any children identified with needs. In FY 2008-2009, 62 children were <br />screened and 29 of those children received treatment from the Health Department dental clinic <br />for identified needs. <br />Serving this population is consistent with the mission and goals of the department to provide <br />services to underserved residents. Services are provided by current staff at the Hillsborough <br />location. The revenue has been included in the 2009-2010 budget projections. <br />FINANCIAL IMPACT: The amount paid by Chapel Hill Training and Outreach, Inc. in the terms <br />of this agreement will cover the cost of services provided to this population. It is anticipated <br />approximately 80 children will receive services on an annual basis through this agreement and <br />the Health Department will receive $8,000 in revenue for FY 2009-2010. <br />RECOMMENDATION(S): The Manager recommends the Board approve the agreement <br />renewal and authorize the Chair to sign subject to county attorney review. <br />
