ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 2, 2009 <br />Action Agenda <br />Item No. ~- - m <br />SUBJECT: Orange County Preparedness Agreement Renewal with Person County Health <br />Department <br />DEPARTMENT: Health PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Services Agreement with Person County Rosemary Summers, 245-2411 <br />PURPOSE: To execute a renewal agreement with Person County Health Department for the <br />provision of public health preparedness services for Orange County. <br />BACKGROUND: Since 2002 the State of North Carolina has received federal funds from the <br />Centers for Disease Control and Prevention (CDC) to ensure North Carolina is prepared in the <br />event of a public health emergency. Allocated pass through funds enabled Orange County to <br />employ afull-time public health preparedness coordinator (Public Health Nurse II) from 2003 - <br />2008. Reductions in funding since 2006 make it impossible to support afull-time nursing <br />position with these funds. To ensure that the deliverables as mandated are met, an agreement <br />was developed with Person County in 2008 to share a Preparedness Coordinator position. <br />Upon mutual agreement, Person County hires and supervises the position. Pat Gentry, the <br />Preparedness Coordinator hired by Person County, spends 2 to 2 1/2 days per week in Orange <br />County. The agreement began on December 1, 2008 and renewal is sought for the upcoming <br />fiscal year. <br />FINANCIAL IMPACT: The amount of the agreement for FY 2009 -2010 is $38,000. There are <br />sufficient federal funds allocated by the State to Orange County to pay for this agreement. <br />RECOMMENDATION(S): The Manager recommends the Board approve the agreement <br />renewal and authorize the Chair to sign subject to approval of the FY 2009-10 Budget. <br />
