.??~.3 <br />of this area if no significant amounts of rock were encountered <br />oii their projects that were to preeeed this area. xe also <br />pointed out that a portion of this area could not be reached <br />by lines they presently have planned because of topography. <br />Some of this area must be sewered through a pump station that <br />eventually must be constructed on xighway #86 North of Hills- <br />borough, Mr. Keith also stated that any sewer in the northern <br />Fairview area was contingent upon the Towns securing additional <br />funds under the Clean Water Bond Program. <br />Commissioner Richard Whitted stated he felt the sewer project <br />in the Northern Fairview area should ba completed. Therefore it <br />_ would be reesonalbe for the County and Hillsborough to file some <br />sort of application that complemented one another, that had this <br />effort as its number one item and that other items yet unidentified <br />be included as number two priorites. <br />Commissioner Jan Pinney stated he had visited HUD Officials <br />in Greensboro and talked with them later over the telephone. It <br />was his opinion that if the County warted to file a Community <br />Aevelopment application the target area must be rather small <br />and that the level of services to be offered must be complete <br />(water,sewer,streets and rehabilitation). In this way the <br />application will develops the maximum number of points. <br />Chairman Garrett~askaci i~i's.:,Woode_:and Nrr:. Riley;,: t'kie~ Task <br />Force members present, were they personally recommending the <br />County concentrate its Community Development efforts for this <br />year in the West Hillsborough, Fairview and Northern Fairview <br />areas and that the Community Development Task Force continue in <br />being, to study on a more long range basis the Countf's needs? <br />Both Ms. Wvods'snd Mr. Riley responed yes to this question. <br />Chairman Garrett than asked Mr. Keith if he could Oontact <br />the Mayor of Hillsborough and determine if any possibility existed <br />that the Town of Hillsborough and Orange County might rile some <br />type of cooperating application. <br />Mr. Keith contacted Mayor Cates who responded by coming to <br />the meeting. <br />Chairman Garrett asked Mayor Cates what form he felt (separate <br />or joint) the County and Hillsborough~s Community Development <br />application should take. Mayor Cates replied saying we both <br />should do the thing that would da the greatest good for the <br />greatest number of people. Last year the Town had information <br />that lead it to believe the joint regional type .application was <br />not the way to ga. Now it feels an application executed by the <br />County and Hillsborough in which the County asked for housing <br />rehabilitation funds andfunds to upgrame water lines from P" <br />to 6" and in which the Town applies for funds to pave streets be <br />executed. Iie also felt as part of this application the County <br />identify one or mare target areas in which housing rehabilitation <br />would be conducted. <br />Commissioner Norman Gustaveson inquired. where should the target <br />area be? Mayor Cates responed that the Town h.ad information they <br />could supply that might help identify possible target areas but <br />felt the final decision on this should be left to the County Com- <br />missioners. <br />Commissioner Norman Gustaveson then suggested the County and <br />City Planning departments immediately define the possible target <br />areas and recommend a possible funding request for housing re- <br />habilitation. <br />Commissioner Norman Walker moved the County file a Community <br />Development application for the 1976-1977 year and request the Town <br />of Hillsborough endorse this application. <br />Commissioner Jan Pinney offered a 2nd. <br />Vats Ayes 5, Noes Q <br />
