Only poor recreation <br />facilities are available. <br />Posailbe projects - housing rebabilit~tion, improve- <br />ment of home plumbing and water supply, upgrade rec- <br />reation facilities, transportation of elderly to med- <br />ical and shopping facilities. <br />These are the areas of concern that the Planning Department <br />hea discovered within the last month'~(Jan.)." <br />Ms. Woods then concluded the presentation by.sayin~ the <br />Task Force considered its role to be identifier of community <br />needs and nvt as a group to affix a priority ranking to these <br />needs. The Board of County Commissioners must assume that duty. <br />In response to a direct.question Mr. Mark Burnham of the <br />Triangle J. Council of Governments stated that if the County <br />intended to involve itself in a Community Development Application <br />this year it must have its pre-application completed and aubmitt®d <br />to the Regional Council of Governments by February 1sth. This <br />is necessary in order that the A-95 review necessary on an appli- <br />cation such as this might be performed by the Council of Govern- <br />ments staff. <br />Mr. Burnham also stated that if an Orange County application <br />came forward that included and complimented items Hil'lsborou.gh <br />was considering this application would probably earn more points <br />than one directed towards items not in the Hillsborough area. <br />Mr. Elbert Keith, on the staff of the Town of Hillsborough, <br />reported that the Town's Community Development Task Force had <br />completed its public hearing and had identified the following <br />needs: <br />].. Roads in West Hillsborough <br />2. Replacement of some 2"water lines with som~~.6"lines <br />3. Sidewalks on the Nash and Corbin Street areas <br />Ms. Woods btated that it wias her personal observation, <br />and not necessarily the opinion of the Task Force, that the <br />work load undertakes by the Task Force was unrealistic. It <br />was impossible in a one month time frame and through two public <br />hearings to determine with any resonable accuracy the County's <br />true needs. This really seemed to be a job that must be under- <br />taken by a group that functions almost the year round. <br />Mr. Ervin Dobson, County Planning Director, pointed out <br />that he felt this was a job that his department should under- <br />take as soons as their work Load permitted and that it should <br />be a continuing program of his agency. <br />. <br />Some discussion followed concerning the practicality of <br />Community Development type efforts in the non urban areas of <br />the County. Mr. Burnham pointed out that this was a feasible <br />thing to do in many counties however.;, Orange County was a part <br />of a Standard Metropolitan Statistical Area and Community Develop- <br />ment procedures were different enqu~;h from non Standard Metropolitan <br />Statistical Areas to make the non urban use of Community Develop- <br />ment funds considerably more difficult. <br />Mr. Elbert Keith was asked what the Town of Hillsborough <br />presently had planned to provide sewer in the area of State <br />Road #1330 and' #1331. Mr. Keith stated that the Town <br />felt Punds would be surricient to provide sewer to a portion <br />
