There are needs for day care and for nutrition programs for .~"~.,~ <br />childern and the elderly and for restoring the nutrition program <br />in the Efland-Cheeks area; for better housing and p3umbing. Dis- <br />cussion of a better housing development program; housing for the <br />elderly; low income housing projects; renovation of existing single <br />family housing; more work crews for housing rehabilitation and <br />lower income requirements for good housing was rigorous. <br />Transportation services for low income and elderly; money for <br />effective youth counseling; a drug abuse program; a Laundromat; <br />"Watch the Children Signs"; and slow dawn bumps; comprehensive <br />health facilities; family counseling; educational programs; programs <br />for the elderly; a center far mentally or physically handicapped; <br />nursing homes; more response with help in preventing arrests from <br />the Sheriff's Department and better education and ~jublication of <br />services that exist or will exist. <br />If the report on the public hearings seems lenghty, it is <br />because I have tried to relate what was said with integrity and <br />character and in the spirit of the hearings. <br />The Task Force heard from Dr. Charles Martin pf the Orange <br />County Council on Aging, who explained the Council on Aging funding, <br />organization and services. The greatest need of the Council on <br />Aging is for a Senior Center (for enrichment) with a meal site, <br />education and day time space. <br />Mrs. Gloria Williams of Joint Orange-Chatham Community Action <br />explained services to meal sites and youth, by legal aide and <br />Manpower, operation of five neighborhood centers, the problem that <br />a high credit rating is almost a necessity for a client to qualify <br />for F.H.A. loans and the problem~~ of having a one year. backlog in <br />housing rehabilitaion in Chatham County and a sax:~moxitb' bacl~ing,- <br />in Orange County due to lack of crews, <br />Mr, Wayne Weston, Recreation Director for Orange County's <br />eight month old department, serves all ages in all parts pf Orange <br />County. 'The Grady Brown Center is in full use and cannot schedule <br />anymore activities until the end of April. <br />Grady Brown must be made usable. Mr, Weston states the need <br />for facilities in.northarn Orange County and outdoor facilities such <br />as sof tball and soccer fields and asphalt tennis courts. <br />There is considerable feeling that many things could be done <br />now to facilitate obtaining funds for Community Development in 1977, <br />the needs stated by the three agencies (above) can be fitted into <br />comprehensive community development. <br />St_. John's Community - concentrated area of 2s houses - many <br />~in poor condition, some dilapidated. <br />Possible activities - housing rehabilitation, plumb- <br />ing, road improvement <br />Side - 10-15 low-income housing units, some are substan- <br />da rd , <br />Possible activities - housing rehabilitat~:an,:••wster <br />supply improvement <br />University Station Area - In a three mile radius, there are <br />rai er parks and 1 sub-divisipn, totaling ap- <br />proai~ately 380 units - many with sewage problems, <br />no recreational areas, Thera are also small pockets <br />of substandard housing. <br />Possible activities - housing rehabilitation, ac- <br />quisition of recreational space, sewer extension to <br />- hook-up to proposed Eno River line, day care center <br />Efland - Cheeks - large community with many sub-standard and di- <br />api sued houses, poor recreation facilities, some <br />poor roads. <br />Possible projects - housing rehabilitation, improve <br />home water su~Zply, upgrade recreation facilities, <br />road paving, provide transportation of elderly to <br />medical facilities, shopping areas, and day centers. <br />Fairview-West Hillsborough - dense urban development, some areas <br />eve severe sewage problems, recreational facilities <br />are lacking, and sub-standard housing exists in this <br />area. <br />
