I-lowever, several years ago, the General Assembly <br />approved legislation that allows local governments to use a CMAR for construction of projects, <br />similar to what had previously been allowed far State construction projects. As the Board may <br />recall, the CMAR method of contracting allows the County to interview and select a firm based <br />an their qualifications rather than a submitted bid price. Following the qualifications~based <br />selection process, the Board would approve the CMAR firm. only then would the County, the <br />architect and the CMAR begin to formulate a project that would meet programming needs within <br />the established budgetary constraints. A GMAR contract which outlines the Guaranteed <br />Maximum Price of the resulting project would then be presented far BOGC approval prior to the <br />commencement of construction. This is an efficient and cost effective method of completing <br />capital building projects and would eliminate any "sticker shock" on bid day, as is often currently <br />the case. <br />GMAR is currently the contract method of choice in the construction of the Central Orange <br />Senior Center, the County Campus office building and library and the Animal Services Facility. <br />With the Board's concurrence, staff will also utilize this process in the upfit of the 9-~ ~~ Center <br />and will present the proposed CMAR, along with the proposed budget for the established scope <br />of work in Fall 20D1. <br />FINANCIAL IMPACT: Na direct financial impact at this time. <br />RECQMMENDATIgN~S}: The Manager recommends that the Board authorize staff to pursue a <br />Construction-Manager-at-Risk CMAR} for the 9~1 ~~ Genter upfi#. <br />
