X8'7 <br />Chairman Garrett referred tq Ttem #2 on the Agenda: Unapproved <br />minutes of January Meetings. <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Gustaveson, the Minutes of January 5, 1976 were approved subject to <br />certain corrections. <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Whitted, the minutes of January 13, 1976, were approved, subject to <br />certain additions. <br />Upgn motion of Commissigner Whitted, seconded by Commissioner <br />Pinney, the minutes of January 20, 1976.were approved. -- <br />UPgn motion of Commissioner Pinney, seconded by Commissioner <br />Whitted, the minutes of January 22, 1976 were approved. <br />The Chairman referred to Item #3 on the Agenda: Mr. Willie <br />Street has submitted a petition for the addition of an unnamed road <br />off State Road #1729 to the State System for maintenance. <br />The Board of Commissioners approved the Road Petition and the <br />Clerk was instructed to forward the same to the Department of Trans- <br />portation. <br />Chairman Garrett referred to Item #4 on the Agenda: Residents <br />of the Rangewood Subdivision are present to request the Board of <br />County Commissioners consider ways to extend the boundaries of the <br />South Orange Rural Fire Protection District in a manner that will <br />afford them fire protection. <br />Robert Swiger, Carrboro Fire Department's Fire Chief, presented <br />the following petition signed by 84 persons. <br />"We the residents of the Morgan Stare Area to the Pendergrass <br />House on Hwy. #54 West and the same area an the new Greensboro <br />Road to the New Bethal Church Road, hereby petition the Town <br />of Carrboro, N. C. for Fire Protection coverage. (We are <br />aware that we will be taxed for the coverage)." <br />Discussion ensued concerning the requirement of the General <br />Statutes in the establishing of a Fire District. It was agreed that <br />all signatures must be validated. <br />Upon motion of Commissioner Gustaveagn, seconded by Commissioner <br />Pinney, it was moved and adopted to accept the request contained in <br />the petition to extend the Fire District and further to submit to the <br />County Attorney for an opinion as to the proper way to proceed with <br />the request of the petition and to validate the signatures of the <br />property owners. Further discussion ensued. <br />The Board agreed that the property owner's signatures must first <br />be validated and after this, the Board should hold a Public Hearing <br />and if there is no adverse objection to establishing the Fire District, <br />then the Board should proceed on the matter. <br />Action was deferred until the third Tuesday in February. <br />The next item for discussion was Item #5: ~n October, Dr. Charles <br />Blake wrote the Chairman requesting the County consider enacting a <br />local Ordinance banning the discharge of firearms within 200 feet of <br />any dwelling and 300 feet of any public way. <br />Chairman Garrett referred to the letter that had been recived <br />from Dr. Blake in October, 1975. She inquired if Dr. Blake wished - <br />to make any comments? Dr. Blake spoke in behalf of the request con- <br />tained in his letter relative to the discharge of firearms within <br />given limits of residents or homes. <br />Discussion ensued. The County Attorney was requested to secure <br />some type of proposed model Ordinance and to present the same to the <br />Board at the first Monday's meeting in March. <br />Chairman Garrett deferred from the Agenda to recognize Vince <br />Jocobson, Finley Parker and Samuel Parker, residents of State Road <br />#1368. Finley Parker inquired of the Board what had happened to the <br />stablizat5.on of SR #1368 as part of the Road had been stablized, but <br />
