The existing <br />configurafiion does not meet the Americans with pisabilities Act DADA} code requirements for <br />accessibility. In addition, water and wastewater plumbing lines, which are approximafiely 50 <br />years old are subject to leaks and failures, which could result in lost wafter resources, increased <br />cost fio fihe County and inconvenience tv cusfiomers. <br />The Board prey"rously authorized a contract with Reece, Noland & McElrath, Inc. for design work <br />for replacemenfi of restroom fixtures, water and waste wafter lines, and all surface treatments <br />floors, walls, ceilings}, including identification of wafter conserving measures and fixtures. The <br />scope of work was modified to include design for accessibility elements exterior ramp, power <br />assisted door openers, etc.}. Competitive bids were solicified during May 200? far completion of <br />the restroom renovations and accessibility elements, closing on June 8, Zoo?. <br />Bids were solicified from contractors and apre-bid conference was afitended by three <br />contractors. Four contractors answered the bid call. The lowest responsible bid fihat was <br />responsive for the restroom improvemenfis and accessibility elements was received from HF <br />Mitchell Construction in the amount of $232,704 for restroom renovafiians and $1 ?,153 for the <br />accessibility related work, for a total cost of $249,853. <br />FINANCIAL IMPACT: In fiscal year 2004-05, the Board approved $590,000 in 2004 Two-Thirds <br />Net Debt Funds for repairs to Central Recreation. Examples of major pieces of that project <br />Included replacing the windows in the gymnasium along with up~fitting the restrooms throughout <br />the Central Recreation Facility. Adequate funding is available for completion of the restroom <br />and accessibility renovations as specified. <br />
