5 <br />• flood prone rfp <br />county of Orange <br />Department of Purchasing&Central5ervices <br />Pamela K. ] ones, Dir ect or <br />Orange County Request for Proposal to Acquire Elevation <br />certificate Data for Flood-Prone Structures <br />March 19, 2007 <br />RFP #5132 <br />BACKGROUND <br />orange County is soliciting proposals from qualified firms to provide elevation data <br />for the lowest ad,7'acent <br />grade and first floor elevation for roughly 86 residences, commercial buildings, and <br />accessory buildings,. <br />which have been or will be located within special flood hazard areas as mapped <br />through the North Carolina <br />Floodplain Mapping Program, a Cooperating Technical Partner with the Federal <br />Emergency Management <br />Agency (FEMA). <br />A. Available and Relevant studies, surveys, and Plans <br />The Planning Department has the 1981 Flood Insurance study (FIS) and the most recent <br />profiles, cross <br />sections, and base flood elevations for all streams in orange County. using the <br />County GIS, county <br />planners have identified some 86 structures on 70 parcels, which were built after <br />1981, the effective date of <br />orange County's original Flood Damage Prevention Ordinance. The BOCC amended the <br />ordinance in <br />1995 and again in 2005. The structures were found within the 1981 special flood <br />hazard area or will be <br />within the new special flood hazard area once the new flood maps become effective <br />February 7, 2007. <br />. Staff will provide elevation certificate forms for each structure to the surveyor <br />to seal. Staff will be <br />responsible to establish the base flood contour elevation to the nearest tenth of a <br />foot and will complete <br />sections A, B, and G of the Elevation Certificate form. <br />B. Deliverables <br />The successful surveyor will be responsible to seal each elevation certificate and <br />completing Sections C, D <br />of the Elevation Certificate (FEMA Form 81-31 February 2006), and establish the <br />appropriate elevations to <br />the nearest tenth of afoot (North American vertical Datum of 1988). All benchmark <br />data should come from <br />the North Carolina Geodetic Survey (www.ncgs.state.nc.us), the National Geodetic <br />survey <br />(www.ngs.noaa.gov), or other verifiable sources. orange County will complete the <br />other elevation <br />certificate sections, including the required digital photographs and the owner will <br />sign the document.
