~~S <br />The Chairman referred to Item #7: Dr. P. A. Vesilind: A <br />preliminary report on the Sub-Surface Waste Water Disposal Study <br />he is conducting for Orange County. Dr. Vesilind presented a <br />progress report on 'the Sub-Surface Waste Water Disposal Study and <br />stated that he hopes to have a corgi lusion for the Board by May, 1976. <br />The Chairman referred to Item #5: Bids were opened on January <br />5th for repairs to the heating system at the Grady Brown Gymnasium. <br />The staff recommends acceptance of the bid of Acme Plumbing and Heat- <br />ing Company for $4,771.00 ' <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Whitted, it was moved and adopted thatthe Board accept the bid of <br />Acme Plumbing and Heating Company for $4,771.00. <br />The other bid received was from Comfort Engineer Company and <br />their cost estimate was $5,669.00. <br />Chairman Garrett referred to Item #6: The staff recommends the <br />County contract with Mr. Ray Harden, P. E., to do the design and <br />engineering work necessary to put the County Vehicle Maintenance <br />Facility out to bid. This work is estimated at cost between $3,000 <br />and $4,000. <br />Upon motion of Commissioner Whitted', seconded by Commissioner <br />Gustaveson, it was moved and adopted that the Board accept the staff's <br />recommendation that the County contract with Mr. Ray Harden, P.E., to <br />do the design and engineering work necessary to put the County Vehicle <br />Maintenance Facility out to bid. <br />Item #8: Consideration of a new Gounty Pay Plan was the next item <br />to be discussed by the Board. <br />The County Administrator stated that he had worked with the <br />State Personnel Department which had agreed that the County Pay Plan <br />should be converted to the identical pay plan used by the State. This <br />means that each job classification would be identified by grade and <br />salary range. Mr. Gattis referred the Board to the copy of the plan <br />filed with them. Discussion ensued concerning haw the plan could be <br />implemented and at what cost. The Finance Officer was requested to <br />review the plan and to submit the cost that would be needed to insti- <br />tute the plan. <br />Upon motion of Commissioner Pinney, seconded by Commissioners <br />Whitted and Gustaveson, it was moved and adopted that the County adopt <br />the State Personnel Pay Plan and that the Fiscal Officer is to provide <br />the correct budget figures for the plan to become effective March l; <br />1976. <br />Commissioner Whitted moved that the Berard extend the time of the <br />Board Meeting in order to complete the Agenda. Said motion was adopted. <br />Chairman Garrett referred to Item #10 on the Agenda: Tax Refunds <br />recommended by the Ta Supervisors: <br />A. Larry B. Colic: At the time of the 1973 property revalua- <br />tion two houses were incorrectly located on Mr. Colic's property. <br />He is entitled to a refund of $58.18 for 1973 tax and $64.49 for <br />1974 tax. <br />Mr. William Laws and Mr. Archie Kelly from the Tax Department <br />were present and reviewed with the Board the refund request of Mr. <br />Colic. <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Gustaveson, it was moved and adopted that a refund of $122.67 be <br />made to Larry Colic. <br />B. W. D. Easley: Through keypunch error Mr. Easley was charged <br />$27.59 late listing charge. Mr. Easter did not list late and is <br />therefore entitled to a refund. <br />Upon motion of Commissioner Whitted, seconded by Commissioner <br />Pinney, it was moved and adopted that a refund in the amount of $27.59 <br />be made to Mr. Easley. <br />
