15 <br />meeting that is planned for December 19, 1975. <br />This motion died for lack of a second. <br />Chairman Garrett referred to Item #3 on the Agenda: A Sediment <br />Control Ordinance for adoption. <br />Members of the Citizens Sedimentation Task Force were recognized, <br />Quentin Patterson, Ebert Pierce, Roy Wilkerson and Thomas Gates; and <br />Mark Burnham, of the Triangle J Council of Governments. <br />The County Attorney reviewed the changes that had been made to <br />the proposed Sediment Control Ordinance. He explained his reason <br />for the changes and pointed out that all changes were being made in <br />order that they not conflict with other portions of the Ordinance. <br />One of the portions of the proposed Ordinance tYiat brought forth <br />considerable discussion dealt with the fact that the Board of Commis- <br />sioners would be the governing body that would hear all appeals. <br />Commissioner Pinney spoke in opposition to this section of the <br />Ordinance. <br />Mark Burnham requested to speak in the capacity of private citizen. <br />He stated that he too was concerned aver the language of the proposed <br />'Ordinance that establishes the Board of Commissioners as a judicial <br />body that would rule on its own Ordinance. He stated that the <br />American way was to have another Board, perhaps the Board of Adjustment, <br />hear the appeals and that the recourse of this appeal be directed to a <br />of law. <br />Further discussion ensued. It was pointed out that the Municipali-, <br />ties within the county did desire imput thru the Planning Departments. <br />Mr. Coleman was instructed to incorporate in the appeal action that each <br />Municipal Board (Board of Aldermen) would be designated as the appro- <br />priate agency to hear appeals. <br />Chairman Garrett inquired of the Board what they wished to do <br />about the proposed Ordinance. The County Attorney stated that the <br />Board could adopt the proposed Ordinance and that he would proceed <br />to make the editorial changes that he had prepared for the Board. <br />Action was deferred on the proposed Ordinance until the next <br />meetin scheduled for December 30, 1975. <br />Chairman Garrett referred to Item #4 on the Agenda: Naming of <br />a Youth Needs Task Force. <br />Chairman Garrett recognized Harry Derr, Chief Court Counsel of <br />this Judicial Court District. Mr. Aerr outlined 'the plans for <br />establishing a Youth Services Needs Task Force. He explained that the <br />Legislative adopted in 1975, House Bill #456, created the Technical <br />Advisory Committee on Delinquency Prevention and Youth Services. The <br />objective of the Task Force would be to study problem children and to <br />begin a program of delinquency prevention. <br />Discussion ensued. Chairman Garrett outlined her opinion as to <br />how the Youth Services Needs Task Force should be established. She <br />presented a Resolution entitled "Resolution Designating the Youth <br />Services Needs Task Force as the Agency to Conduct a Study of the <br />Youth Needs and Services in Orange County." <br />"DESIGNATING THE YOUTH SERVICES NEEDS TASK FORCE AS THE AGENCY TO <br />CONDUCT A STUDY OF THE YOUTH NEEDS AND SERVICES IN ORANGE COUNTY. <br />WHEREAS, North Carolina General Statutes Section 143B-2D9 provides <br />that the Board of Commissioners shall conduct or arrange <br />for a study of youth needs in the County; and <br />WHEREAS, the Board desires to arrange for such a study. <br />NOW, THEREFORE BE IT RESOLVED by the Board of Commissioners for the <br />County of Orange as follows: <br />
