■ EM personnel completed the (ICS -100) An Introduction to ICS (online) and (ICS- 200)Baslc ICS <br />Course (classroom), ICS -300 for everyone and ICS -400 for those in senior management positions by <br />September 30, 2007: <br />■ Each county by September 30, 2007 should have completed the following: <br />• Adopted NIMS at the community level for all government departments and agencies; as well as <br />promoted and encouraged NIMS adoption by associations, utilities, non - governmental <br />organizations (NGOs), and private sector incident management and response organizations; <br />• Updated and incorporated NIMS into Emergency Operations Plans (EOPs) and provided an <br />electronic CD copy of your county EOP to the NCEM I&P Planning Support Branch Manager, Ed <br />Jenkins, and your Branch offices; <br />• Revised and updated plans and SOPs to incorporate NIMS components, principles and policies, to <br />include planning, training, response, exercises, equipment, evaluation, and corrective actions; <br />• Provided letter from county manager to your Branch office certifying that tasks identified in the <br />NIMS 2007 Local Matrix have been completed. Matrix to be provided by separate correspondence. <br />Local Matrix provided as FY2007 NIMS Compliance Matrix Local/Tribal at <br />http: /hvww.fama.aov /pdf /emergency /nims /comp met Iocal.odf. <br />• Incorporated NIMS into existing training programs and exercises; <br />• Managed all emergency incidents and preplanned (recurring /special) events in accordance with <br />r <br />ICS organizational structures, doctrine, and procedures, as defined in NIMS; <br />• Incorporated corrective actions from after action reviews into preparedness and response plans <br />and procedures; <br />• Inventoried community response assets to conform to homeland security resource typing <br />standards; <br />• Reviewed, promoted, and facilitated mutual aid agreements; <br />i <br />• Attended training on utilizing Homeland Security Exercise and Evaluation Program (HSEEP) and <br />conducted exercises in compliance with HSEEP standards; <br />• Reported all training and exercises conducted utilizing federal preparedness funds to the Division <br />Training & Exercise Branch <br />• Identified from available resources a dedicated WebEOC operator, training to be provided by NCEM. <br />Recommendation would be from 24 hour Communication Center, <br />• Updated your County Mutual Aid Agreement to include signed additional local governments or as <br />! <br />necessary updated your current County Mutual Aid Agreement and sent in the new or updated <br />agreement to the NCEM Logistics Chief, Steve Sloan, by September 30.2007: <br />• At a minimum verged at least one person from each funded jurisdiction attended the Spring All <br />Hazards Conference. Attendance of all local EM staff at both the Spring and Fall conferences is <br />i <br />encouraged, but not required; <br />• Each funded jurisdiction conducted an annual Training Exercise Planning Workshop (TEPW) <br />sponsored by NCEM to determine the types of training needed to further develop and maintain a <br />quality Emergency Management Program in that jurisdiction by September 30.2007: <br />■ Each funded jurisdiction planned for and participated in a minimum of two all hazards exercises. <br />Exercises should include multiple local and/or state agencies, and may take the form of a table- <br />top, functional or full scale activity. Exercise activity should be coordinated with your appropriate <br />Branch Office; and the Division's Training and Exercise Branch, including dates, number personnel <br />trained, scenario utilized, and planning meetings conducted - This information is required by the <br />DHS National Exercise Schaduler (NEXS) system; <br />• During this fiscal year each funded jurisdiction tested the satellite telephone by contacting your <br />appropriate NC Division of Emergency Management's Branch Office the first and last Fridays of <br />each month; <br />• During this fiscal year funded jurisdictions should have continued the formation and support of a <br />Local Emergency Planning Committee (LEPC). The LEPC should be County or Regional; <br />• Each funded jurisdiction sent in EM -43 Emergency Event Forms to advise the Division's <br />j <br />Communication Officer of events such as, Hazardous Material Spills, Property Damage, Injuries <br />and / or Deaths, Relocation of a minimum of 10 Residents, Opening of Shelter(s), and Terrorism <br />' <br />related activities; (Reporting was to be done on WebEOC by June 181); <br />Page 2 of 4 <br />
