11~ <br />Education administrative unit to supplement the current expense <br />funds from state and county allotments and thereby operate <br />schools of a higher standard by using the funds to pay the <br />teachers of the school system a supplement and to employ addi- <br />tional teachers to reduce the classload in the elementary grades. <br />2. The area in which the election is requested is all that area <br />encompassing the administrative unit of the Orange County Board <br />of Education. <br />3. The maximum rate of tax which is proposed to be levied is <br />five (5) cents per one hundred (100) dollars property valuation. <br />4. This Petition bears the approval of the Orange County Board <br />of Education; and it is <br />Further Resolved, that the Orange County Board of Commissioners <br />does call on the Orange County Board of Elections to conduct the <br />election described hereinabove, said election date to be the 23 <br />day of March, 1976, being the same date as the North Carolina <br />Presidential Primary date." <br />Upon motion of Commissioner Walker, seconded by Commissioner <br />Gustaveson, it was moved and adopted that the resolution to call a <br />Referendum for a Supplementary School Tax be adopted. <br />The Chairman referred to Item #2 on the Agenda: Representatives <br />of the Chapel Hill-Carrboro School Board to request a letter of commit- <br />ment of next years budget for Capital Outlay purposes. <br />The Hoard agreed to defer Item #2 until a later date. <br />Chairman Garrett reported on the meeting that she and the County <br />Attorney had concerning the Memorandum of Understnading that had been <br />received from the State Department of Human Resources. <br />Discussion ensued concerning the ways and means of instituting <br />the program. Tt was pointed out that the investigation portion should <br />in no way be connected with the County Attorney's office, as it would <br />be the responsibility of the County Attorney to prosecute the civil cases. <br />The Chairman referred to Ttem #3 on the Agenda: Representatives <br />of Peat, Marwick and Mitchell to review the 1974-1975 Audit. <br />Representatives of the firm of Peat, Marwick and Mitchell, Certified <br />Public Accountants, filed a report entitled "Orange County, North Carolina, <br />Financial Statements and Supplementary Date - June 30, 1975 (With <br />Accountants' Report Thereon). <br />John Kee and Hilliard Eure, from the firm, reviewed the Financial <br />Statements and the Accountants' report with the $oard. <br />A question and answer period ensued. <br />Upon completion of the report, Mr. Eure then reviewed the Manage- <br />ment Letter with the Board. <br />There bring no further business to come before the Board, the <br />meeting was adjourned .•. <br />~~~~~ ~ <br />Flora R.
