As the Board is aware, the deadline for vacating the current Shelter is December 2008, which is <br />the date established by the University. While final regulatory approvals are pending, the County • <br />and most notably, the Town of Chapel Hill, have expedited the approval processes in an <br />extraordinary manner to help the County meet this aggressive construction timeline. <br />Construction is expected to begin in November 2007. <br />FINANCIAL IMPACT: In recognition of the substantial amount of work that is carried out by the <br />contractor prior to a final GMP being set, a contract committing the County to pre-construction <br />costs incurred by the contractor is forwarded for approval by the Board at the onset. This is an <br />amount that would be rolled into the GMP when negotiations are successfully finalized, but is <br />also an amount that would be paid to the Contractor in the event an acceptable GMP could not <br />be negotiated. The pre-construction services contract amount for this project is $30,000. <br />As a reminder, the project budget for the Facility currently stands at $5.8 million including land, <br />design and construction. -Amore precise funding plan will be presented when the GMP contract <br />is presented for Board consideration within the next few months. <br />RECOMMENDATION(S): The Manager recommends that the Board authorize a contract to be <br />prepared by the County Attorney in an amount not to exceed $30,000 for pre-construction <br />services with Clancy 8~ Theys of Raleigh, North Carolina to serve as the Construction Manager <br />at Risk for the Animal Services Facility; and authorize the Chair to sign on behalf of the Board. <br /> <br /> <br />
