Change in Accounting for JCPC Appropriations <br /> Local Juvenile Crime Prevention Councils (JCPC) develop and fund residential and non- <br /> residential community-based, intervention and prevention programs for delinquent, <br /> undisciplined and at-risk juveniles. The General Assembly allocates monies to county <br /> governments. Counties that choose to participate in the program must agree to a 30% <br /> local match of state allocated funds. <br /> Accounting Change <br /> In years prior to FY 2009-10, Orange County's financial match for JCPC programs has <br /> been budgeted in the Human Services Non-Departmental section of the document. In <br /> order to provide a more transparent fiscal picture of the County's JCPC financial <br /> obligations, staff recommends the match be budgeted separately in the Public Safety <br /> function beginning with FY 2009-10. <br /> The JCPC County Match account, under the previous system, included matches for <br /> agencies not receiving funding through Outside Agency process.
