i <br /> Governing and Management NonwDepartmentals <br /> 3R Fee for County Property $39000 <br /> These funds cover the Waste Reduction, Reuse, and Recycling (WRRR) fees assessed to <br /> Counties properties. <br /> 3R Payment-in-Lieu $35.000 <br /> These funds cover the waste Reduction, Reuse, and Recycling (WRRR) fees assessed to <br /> property owners in orange County, who have been granted a waiver by the County due to their <br /> financial inability to pay. <br /> American Society of Composers, Authors, and Publishers (ASCAP) $1,000 <br /> Annual dues paid to ASCAP, a not-for-profit performing rights organization that protects its <br /> members' musical copyrights by monitoring public performances of their music, whether via a <br /> broadcast or live performance, and compensating there accordingly <br /> Cable Casting Board of Commissioner Meetings $00,000 <br /> Funds provide for cable casting Board of County Commissioners meetings, and for video <br /> stream i n glpod casti ng. <br /> Classification and Pay Study $60,000 <br /> General Fund cost to implement the first phase of the Archer Study for employees' salaries <br /> most out-of-line with the market. <br /> Commissioners' Contingency $40,000 <br /> The Board of Commissioners appropriates these funds at various times during the year for <br /> unanticipated items that arise throughout the fiscal year. By formal action, the Board of County <br /> Commissioners approves all expenditures paid from these funds, and authorizes the fund <br /> transfer from this reserve into spending accounts. There are no expenditures directly from this <br /> account. <br /> Drug Testing $8,600 <br /> These funds provide for the actual costs of drug and alcohol tests as well as for the <br /> administration of the random testing program and Federal reporting. The increase reflects the <br /> growth in the number of covered employees. <br /> Employee Development/Computer Training $63,000 <br /> Funds in this line item are for in-house employee training. This includes funds for initiatives in <br /> computer training, cultural diversity and cultural awareness training, Spanish language training, <br /> supervisory training (including sexual harassment, ADA,- performance management) and <br /> customer service. <br /> Manager's Miscellaneous $6,000 <br /> This account provides funds for miscellaneous, non-budgeted expenditures that often arise <br /> during the fiscal year. It provides the Manager with the flexibility to handle small non-budgeted <br /> items as they occur immediately. This account prevents requesting small expenditures from the <br /> Board of Commissioners' contingency account. <br />
