Fire Districts ,, continued <br /> continue efforts to develop new water points within the district, and replace 4 sets of <br /> protective clothing outfits. <br /> The department's five-year plan is to improve ISO rating to lower homeowner insurance <br /> rates in the district, reapply for grant funds to hire staff to cover nights and weekends, work <br /> closely with the County to help develop better coordination between the volunteer fire <br /> companies and the County. <br /> Orange Rural Fire District $637X8 <br /> • The tax rate for this district is recommended to remain at the effective tax rate of 5.35 cents <br /> for FY 2009-10. <br /> • In FY 2008--09, the department lowered ISO rating, obtained FIRMA grant for equipment <br /> totaling $98,210, paid off debt on the replacement air truck, certified 30 members to NC <br /> Rescue Technician, implemented first phase of comprehensive risk management plan, <br /> obtained a grant for a 5x0 utility vehicle, replaced dry hydrants, certified 25 members to NC <br /> Wildland Firefighter, certified all drivers to NFPA standards, and applied for a FEMA grant <br /> for the partial payment of a replacement Aerial truck with the Town. <br /> • In FY 2009-10, the department plans to work with Town of Hillsborough to replace a 21 year <br /> old ladder truck, work with the Town and orange County to locate land and build a fire <br /> station, place new tanker in service, train staff in Technical Rescue specialties such as <br /> water, rope, and confined space, certify staff to newly directed medical levels as assigned <br /> by orange County FMS, certify additional staff to National Child Passenger Safety <br /> Technician, seek a technology grant to help with installing updated computers on response <br /> vehicles, and seek a grant to improve energy efficiency of main fire station. <br /> • The department's five-year plan includes the hiring a full-time fire chief, locate and build a <br /> third fire station, increase services to fill existing voids in the County, increase staffing to <br /> meet service expectations of citizens, locate and build training facilities, and locate mobile <br /> data terminals on all response vehicles. <br /> South Orange Fire District $427,5'17 <br /> Fire protection for residents in this district is provided under contract between the County <br /> and the Town of Carrboro Fire Department. Based on relative shares of service calls and <br /> tax base, district residents pay less than one fifth of the Carrboro Fire Department's costs. <br /> A Fire District Commission appointed by the orange County Board of Commissioners <br /> represents citizens of this district. This Commission meets annually with the Carrboro Town <br /> Manager, Fire Chief, and County staff to review current service delivery, future plans for the <br /> Carrboro Fire Department, and the appropriate share of the department's costs that should <br /> be borne by district taxpayers in accordance with the existing contract. <br /> ® The tax rate for this district is recommended to remain at the effective tax rate of 7.85 cents <br /> for FY 2009.10. <br /> 19-4 <br />
