~fi <br />The Chairman then asked that item #6: (interim report from the <br />Energy Conservation Task Force) be deferred until later in the meeting <br />due to the fact that Members of the Task Force had not arrived at the <br />meeting. <br />Item #7 on the Agenda was referred to by the Chairman: (Mrs. A. C. <br />Crowder speaking for a group of persons residing near the "Crabtree <br />Land" on Highway 86 North of xillsborough). <br />Chairman Garrett recognized A. C. Crowder. Mr. Crowder was spokes- <br />man for a delegation of citizens from the Fairview and Homemont area. <br />The following statement was filed with the Board. <br />"We the people in the above area respectfilly ask the elected ' <br />representatives of this county to consider the things listed <br />below before a decision is made to locate in our area. <br />1. Safety. factor-- Vehicles coming into highway #86 during <br />the early hours with the possibility of fog, excessive <br />travel of people going to work, and the hazzard of school <br />buses traveling along this highway. <br />2. Noise - A11 people in this area work and we feel it would <br />be a nuisance to be subjected to this type of thing early <br />mornings or late at night. <br />3. Pests - With the type of operation proposed we feel it will <br />serve as a breeding area for rats and other rodents. It <br />will open the area to different types of odors that will be <br />unacceptable and also constitute a health hazzard. With rats <br />come snakes. <br />4. We think this area will be a credit to this section of Orange <br />County if we are allowed to continue getting people to con- <br />struct decent homes in the area. With this type of facility <br />in the area the growth will be cut off." <br />It was noted that 1S3 persons had signed a petition requesting <br />the Board to reconsider locating a maintenance garage in that area. <br />A question and answer pexiod ensued between County Citizens, the. <br />Board members, the County Attorney, the County Administrator and the <br />Fiscal Officer. <br />Rev. William Richardson commented that the action the Board has <br />taken was apparently in order to determine what decision the Board it- <br />self would take on the question of purchasing the property. His <br />question was "can the vote that was taken be reversed?" He then ex- <br />plained the reason that he felt the decision should be rescinded and <br />offered the following suggestion that along with some of the residents <br />of the area and other interested citizens, a task force be appointed <br />comprised of people from the cross sections of the County and request <br />them to come up with a plan that would be feasible to the needs of the <br />County and also suit the needs of the people. Further discussion ' <br />ensued. <br />No action was taken regarding Rev. Richardson's request. <br />Chairman Garrett referred to Item #6 an the Agenda: (Report from <br />the Energy Conservation Task Force). <br />Chairman Garrett recognized Marvin Silver, member of the Energy <br />Task Force. Mr. Silver filed a report and survey that had been con- <br />ducted on all the County Buildings. Emphasis was placed on the need <br />to conserve energy and money. <br />Chairman Garrett read the following Resolution: <br />
