Project Overview from Revised Craig Benedict, 245-2592 <br />Application <br />PURPOSE: To consider accepting conditions set forth in a Congestion Mitigation and Air <br />Quality (CMAQ) Agreement Resolution with the North Carolina Department of Transportation <br />(NCDOT). <br />BACKGROUND: Congestion Mitigation and Air Quality (CMAQ) grants are available to <br />jurisdictions in air quality non-attainment areas designated by the State and the Environmental <br />Protection Agency. The CMAQ Program requires a minimum 20% local match and reimburses <br />jurisdictions for project costs through conditions in a Memorandum of Agreement. Projects must <br />show quantifiable emissions reduction to improve air quality. <br />The North Carolina Department of Transportation (NCDOT) has recently modified the <br />Congestion Mitigation and Air Quality (CMAQ) Program. One of the changes is to undertake a <br />process to provide full funding in FY 2009 for Fast-Tracked Projects. The Durham-Chapel Hill- <br />Carrboro (DCHC) Metropolitan Planning Organization (MPO) endorsed Orange County's CMAQ <br />project, Transportation Improvement Program (TIP) project number C-4932, as aFast-Tracked <br />Project in January 2009. NCDOT will make every effort to provide 100% federal funding for all <br />Fast-Tracked Projects for which the required pre-construction documentation has been <br />completed and submitted to NCDOT by August 29, 2009. <br />NCDOT has prepared the attached Project Agreement between NCDOT and Orange County <br />and has requested that it be reviewed, signed and returned within 60 days. <br />The County, in December 2004, endorsed a resolution to approve a Congestion Mitigation and <br />Air Quality (CMAQ) Program grant application for the following: <br />1) Transit Center at the Durham Technical Community College satellite campus site at <br />Waterstone, <br />
