Petition for Road Addition <br />INFORMATION CONTACT: <br />Karen Lincoln, 245-2594 <br />Karen Markovics, 245-2583 <br />Craig Benedict, 245-2592 <br />PURPOSE: To make a recommendation to the North Carolina Department of Transportation <br />(NCDOT) concerning a petition to add Northridge Lane to the State Maintained Secondary <br />Road System. <br />BACKGROUND: Northridge Estates, originally known as "Sunrise Springs", was approved by <br />the Board of County Commissioners on March 21, 2001 through the major subdivision <br />process. Northridge Lane was platted and approved as a public road. The plat designates <br />Northridge Lane as a "Public Right of Way". The NCDOT District Engineer at that time signed <br />a certificate on the plat stating that the road meets NCDOT construction standards. Property <br />owners within the subdivision (9 homes) have petitioned the NCDOT to accept maintenance <br />responsibilities for Northridge Lane. Northridge Lane is approximately .15 miles in length and <br />is located north of I-40 on the west side of Sunrise Road, Chapel Hill Township, and is within <br />the Rural Buffer. <br />This application meets the criteria endorsed by the Board of County Commissioners for <br />recommending acceptance of a public road into the State Maintained System for roads <br />approved through the governing jurisdiction's major subdivision process. <br />NCDOT has investigated this request (please refer to attached Secondary Road Addition <br />Report) and has submitted the petition to the Board of Commissioners for its review and <br />recommendation. In accordance with North Carolina General Statute §136-62', the Board is <br />required to make a recommendation regarding the petitions to the North Carolina Board of <br />Transpartation (NCBOT) before the NCBOT can consider the petitions. <br />North Carolina General Statute §136-62 directs that "The citizens of the State shall have the right to present <br />petitions to the board of county commissioners, and through the board to the Department of Transportation, <br />concerning additions to the system and improvement of roads. The board of county commissioners shall receive <br />such petitions, forwarding them on to the Board of Transportation with their recommendations." <br />
