ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 19, 2009 <br />Action Agenda , <br />Item No. 4- - t <br />SUBJECT: Renewal of Contract with Betty Rintoul, Ph.D. to Provide Mental Health <br />Screenings for Young Children in Child Welfare System <br />DEPARTMENT: Social Services PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Contract with Attachments <br />INFORMATION CONTACT: <br />Nancy Coston, 245-2800 <br />PURPOSE: To consider continuation of a contract with Dr. Betty Rintoul to provide mental <br />health services for young children involved with child welfare services. <br />BACKGROUND: The contractor will facilitate early identification and treatment of children who <br />are at risk for mental health (social emotional) problems. This will include establishing routine <br />mental health screening for children age birth through five who are receiving Child Protective <br />Services and providing family-focused mental health assessment for those children identified by <br />screening. <br />Funding for this contract has been obtained through a Smart Start grant. <br />FINANCIAL IMPACT: All costs associated with this contract will be paid via a Smart Start <br />grant. There is no cost to the County for this contract. <br />RECOMMENDATION(S): The Manager recommends the Board approve the contract renewal <br />between Social Services and Dr. Betty Rintoul and authorize the Chair to sign the contract <br />pending approval of the Orange County FY 2009-10 budget and notification by the Orange <br />County Partnership for Young Children Board that funds are available and have been allocated. <br />
