community quality of life outcomes and the definition of "Historic Rogers Road <br />Community" <br />Three breakout sessions were held so that discussion of interests and concerns could <br />more easily take place. Each of the three breakout groups listed their top neighborhood <br />enhancement priorities and commented on the preferred boundaries of the designated <br />historic area. All of the breakout group's comments /requests are found on the attached <br />enhancement list, with the following exceptions: <br />Suggestion that property behind Park & Ride Lot could be purchased and <br />Chapel Hill Public Works access road be built to exit at the Park & Ride Lot, <br />not Millhouse Road. <br />St. Paul Church purchased a 20 -acre property that holds 3 -story house and <br />neighboring cemetery filled with history of local families. Community would <br />like to see efforts that that section of the property be protected from <br />demolition and preserved as a registered Historic Site. <br />Eubanks Road needs to be widened and turn lanes installed at Landfill <br />facilities. It is already bearing too much and is extremely unsafe and <br />congested in the mornings especially. <br />Street lights <br />Pay impact stipend to property owners whose land boarders the landfill. <br />Some comment was made regarding revisiting the transfer station siting decision. They <br />were informed that the Task Force charge and purpose did not include reconsideration of <br />that decision and that the Boards decision should be considered final. <br />Summary <br />The Task Force is making good progress in identifying and clarifying neighborhood <br />enhancement issues. However, it is becoming clear that the Task Force's work will not <br />be completed by September 1, 2007. We believe additional time will be required to insure <br />that the community has time to fully discuss and understand the implications and <br />consequences for the community as a whole, and each resident individually, of the <br />specific outcomes they may request of the County and Towns which intended to improve <br />the quality of life of the community. This additional time may also be necessary to <br />develop a realistic and sound plan for financing the final list of <br />actions /improvements /requests. The Task Force will evaluate its remaining work at an <br />upcoming meeting and possibly suggest to the Board of Commissioners an amended <br />timeline for completion of its work. Additionally, it was acknowledged that to <br />substantively address many of the enhancement requests considerable consultation and <br />cooperation between Chapel Hill, Carrboro and Orange County must take place. <br />The Task Force will attempt to meet once during July. A primary goal of this meeting <br />will be to finalize a recommendation for the formal designation of the Historic Rogers <br />Road Community area. <br />
