Memorandum <br />To: Laura Blackmon, County Manager <br />From: Gayle Wilson, Solid Waste Director <br />Subject: Historic Roger's Road Community Enhancement Plan Task Force. — <br />Interim Report <br />Date: June 26, 2006 —Revised September 7, 2007 <br />At its April 24, 2007 meeting, the BOCC created and approved the Historic Roger's Road <br />Community Enhancement Plan Development and Monitoring Task Force. The purpose <br />of the Task Force is to meet with residents of the Historic Rogers Road Community as <br />needed to determine issues they deem important for improving the quality of life in their <br />community in order to address the concerns related to the long term presence of the solid <br />waste facilities located in their community. <br />The Task Force membership includes 1 Chapel Hill Resident, 2 County Commissioners, <br />1 Carrboro Resident, 3 Rogers Road Residents, and one Carrboro alternate. The Solid <br />Waste Management Department is providing primary staff assistance to the Task Force. <br />The Task Force has met on June 6, June 11 and June 25. These first two meetings were <br />held at the Faith Tabernacle Oasis of Love International Church at 5:30. A separate <br />Rogers Road Community residents only (no county staff or BOCC's welcome) meeting <br />was held on June 19 to speak neighbor to neighbor about their vision of the community. <br />The most recent meeting was held on June 25 at the Homestead Community Center. <br />June 6, 2007 Meeting <br />The June 6 meeting included 13 total participants and was presided over by <br />Commissioner Carey, who will chair all of the Task Force meetings. This first meeting <br />provided an overview of the Task Force purpose, charge, process, timeline and recapped <br />some of the history of community interaction with the local governments regarding the <br />landfill, other current and past neighborhood public input opportunities, etc. Participants <br />were invited to ask questions or provide any opening comments. Considerable time was <br />spent discussing what the actual formal boundaries of a "Historic Rogers Road <br />Community" might include. Preliminary discussions of potential desirable outcomes of <br />the Task Force resulted in mention of- <br />Issue of trust <br />• Revisiting public water & sewer issue and how to minimize costs to the <br />community; that the government should pay all costs and give some thought to <br />minimizing property tax increases <br />• Chapel Hill development ordinances being too restrictive; difficulty in developing <br />their own land; must have public water and sewer <br />• Traffic <br />
