4 <br />line to serve Rogers Road on either its northbound or southbound trip, beginning as soon as <br />possible. For the duration of the 2007/2008 service year, the Community Enhancement Area <br />should be designated as a Shared Ride Feeder Zone. Build an enclosed and lighted waiting area at <br />the bus stops. <br />Chapel Hill and Carrboro . <br />11. Add publicly financed street lights for public roads and streets. <br />Chapel Hill and Carrboro <br />12. Add fire hydrant north of Edgar Street, between the properties of Tim and Edward Peppers and <br />Nola Mae West. This hydrant will service properties that presently are more than 400 feet <br />and as far as 1500 feet from a fire hydrant. <br />Chapel Hill <br />13. Modify building, zoning, and other ordinances that make it difficult/impossible for landowners in <br />the Community Enhancement Area to develop their property. <br />Chapel Hill, Carrboro and Orange County <br />14. Ensure adequate representation of this community in local government'decisions that affect this <br />community, including land use ordinances. <br />Orange County, Chapel Hill, and Carrboro <br />17. Re -unify this community by de- annexing the west side of this community from Carrboro. <br />Carrboro <br />Do not divide this community between different jurisdictions. Do not annex this community <br />Carrboro and Chanel Hill <br />18. Document in writing all meetings concerning this neighborhood and have these documents <br />officially recorded and filed. <br />Orange County, Chapel Hill, Carrboro <br />19. The Task Force recommends that residents living near the Orange Regional Landfill take <br />initiative in identifying perpetrators of illegal dumping near the landfill to assist in successful <br />prosecutions. Identification of vehicles, license tags, drivers, and/or types of articles discarded <br />should be made when possible. <br />The BOCC should coordinate with the Orange County Attorney to pass legislation, which <br />provides for civil penalties for illegal dumping to make it easier to penalize people who litter or <br />dump. In addition, the BOCC will publicize the names of those convicted of illegal dumping. The <br />BOCC should increase enforcement of anti- dumping laws in the Community Enhancement Area. <br />3 <br />
