The Solid Waste Act of 1976 required that decomposing garbage be covered to improve <br />the environment. Now posi -shell is used which contains lime and is a hard stucco type <br />material, both of which control odors. <br />Certain masking agents exist to cover the smell of decaying garbage, but when it is very <br />windy, they do not work. Others are considered an undesirable alternative. <br />Hydrated lime is not considered an option for odor control. <br />The lime dust is very light and small, so it blows in the wind and can be very <br />carcinogenic to people with certain health problems. Staff consulted with DENR, who <br />recommended against using hydrated lime in this manner. <br />Moses Carey inquired if there were any further questions about this report. <br />Neloa Jones requested that the taskforce discuss the odor issue for the purpose of making <br />recommendations. <br />Moses Carey suggested that the taskforce go back to the list of recommendations so that <br />the recommendations can be discussed. <br />Return to Combined Enhancements List <br />Gayle Wilson had previously suggested to Paul Spire that a demonstration for the <br />masking odors be set up at the landfill. The citizens around the landfill can judge the <br />results of the demonstration. <br />Neloa Jones For item number CM 3. Getting rid of the leachate pond should be done <br />more quickly. She expressed the opinion that lime should be excluded but to include the <br />masking odor that is the most effective. She also added that she thought the compactors <br />should be used at the new convenience centers. (item #CM 20) <br />Moses Carey Put revise next to CM 20. Are there any questions about item CM16? <br />He went on to say that that enhancement was already being worked on. He didn't know <br />how much success we would have, but it was being worked on. <br />Neloa Jones For number 17, are we talking about increasing the tipping fees? <br />Greensboro increased tipping fees to raise money for their transfer station. She said that <br />we should find other ways to raise revenue. <br />Jeanie Stroud thought that the citizens should not be responsible for raising revenue for <br />the transfer station. She recommended that item CM 17 be taken off the list. CM 20 is <br />about moving the convenience center. She wants to leave the convenience center there <br />because she doesn't want the transfer station there. <br />4 <br />
