s~ <br />used in a better way, than he and the citizens of the Fairview Community <br />would be more than willing to listen. <br />Further discussion ensued concerning the Community Development Pro- <br />posal and Mr. Burnham was authorized to procede with the completion of <br />said proposal. <br />Chairman Garrett referred to Stem #13 on the Agenda: (Resolution <br />concerning the Eno River Park - to be introduced by Commissioner Pinney). <br />Discussion ensued as to the procedure that should be followed for <br />the conducting of this portion of the meeting. Commissioner Gustaveson --- <br />suggested that debate and comments from the audience whoudl be limited <br />to 30 minutes. <br />Chairman Garrett inquired as to how the group felt about the matter <br />of establishing guidelines and procedures. <br />S. G. Barbour asked the Board to "plunge into the matter" and then <br />the audience could determine how they felt about the situation. <br />Commissioner Jan Pinney presented the following resolution: <br />"BE IT RESOLVED that since the State of North Carolina's <br />three (3) plans to develop the Eno River State Park does not <br />protect and preserve the Eno River Valley that the Orange County <br />Board of Commissioners are in opposition to the plans and we do' <br />hereby respectively request that should the State decide to pur-' <br />sue the proposed Eno River State Park that they give specific con- <br />sideration to the rights of the property owners along the Eno River. <br />THIS THE SIXTEENTH DAX OF SEPTEMBER, 1975." <br />Commissioner Pinney moved for the adoption of the presented Resolu- <br />tion. Commissioner Walker seconded the motion. <br />Discussion ensued. <br />Commissioner Pinney was requested to reread the Resolution. <br />Commissioner Gustaveson stated that he felt there were two issues <br />emerging and that efforts for all groups concerned to work together must <br />be made. <br />Further discussion ensued. <br />Commissioner Gustaveson offered a substitute motion to appoint a <br />five member Task Force that would spend the next three or four months <br />investigating how ,the area of the Eno should be preserved and that each <br />Board member would make one appointment to the Task Force. <br />Further discussion ensued. <br />Commissioner Gustaveson amended his substitute motion to read that <br />the Board would appoint a six member Task Force with each Commissioner <br />having one appointment to the Task Force and that the total Board would <br />appoint the Chairman of the Task Force and write the guidelines for the <br />TAsk Force and that these would be presented at the next Monday's meeting. <br />Commissioner Walker spoke in opposition to Commissioner Gustaveson's <br />motion. <br />Members of the Audience that spoke in opposition to the Eno State <br />Park were: Jim Yates, Gladys Loye, Terry Woods, Nell Andrews, 5. G. - <br />Barbour, Josephine Barbour, Gilbert Petty and other persons who did not <br />identify themselves. <br />Members of the Audience who spoke in favor of the Eno State Park <br />were: Donald Cox, Margaret Nygard, Dr. Holger Nygard, Duncan Herion <br />and other persons who did not identify themselves. <br />Dr. Harris spoke against the right of eminent domain that North <br />Carolina might e~~i~-e for the Park. <br />
