Chairman Garrett explained <br />the background of the Memorandum and Quentin Patterson of the ACS Service <br />reviewed the contents of the Memorandum. <br />Upon motion of Commissioner Pinney, seconded by Commissioner P7hitted, <br />it was moved and adopted that the Board approve the Memorandum.af Under- <br />standing. <br />(Far a copy of the lemorandum of Understanding see Docket Book 9, <br />Page 71 ). <br />The Board of Commissioners then moved the meeting to the Superior <br />Courtroom. <br />Chairman Garrett referred to Ttem # 12 an the Agenda: (Community <br />Development Proposal - to be presented by Mark Burnham.) <br />Dark Burnham of Triangle J Council of Government presented to the <br />Board a document entitled Application far Federal Assistance - Community <br />Development Plan Summary. <br />Mr. Burnham stated that the Counties of Wake, Durham,- Orange <br />would jointly receive #318,000.00 if the Application.was accepted and <br />that under the HL"D formula 560,420.00 would be Orange County's portion <br />of the Grant. Mr. Burnham began a review of the proposed Application <br />and he informed the Board that the Community Development Task Force was <br />being reactivated for the purpose of reviewing the Grant Application. <br />Discussion ensued. Commissioner Walker suggested that the Board <br />take no action on the Application until same could be reviewed by the <br />Task Force and their recommendations received by the Bvard. <br />_ Tt was pointed out that the Town of Hillsborough had made applica- <br />tion for the entire allocation of the Grant. <br />Commissioner Walker stated that it was his understanding that <br />Mayor Cates' proposal was to use the funds for water and sewer installa- <br />tions. <br />David Wagner requested permission to speak in behalf of the <br />Hillsborough request. Chairman Garrett granted Mr. Wagner permission <br />to address the Board. He stated that he was familiar with the plans of <br />Hillsborough and if anyone present could show that these monies could be <br />
