49 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />August 28, 1975 <br />The Orange County Board of Commissioners met on Thursday, August <br />28, 1975, at 7:30 o'clock g.m. in the Commissioners' Room at the Court- <br />house in Hillsborough, N. C. <br />Members present were Commissioners Flora Garrett, Norm Gustaveson, <br />Jan Pinney and Norman Walker. _ <br />Member absent was Richard E. Whitted. <br />S. M. Gattis, County Administrator, Neal Evans, Fiscal Officer, and <br />Betty June Hayes, Clerk, were also present. <br />George Williams, Superintendent of the County School Administrative <br />Unit, A. C. Crowder and Mabel L. Gordon, Assistant Superintendents of <br />the County School Administrative Unit, Larry Sturdivant, H. G. Coleman, <br />Jr., Roland Scott, Emma Sue Loftin, and Oscar Compton, members of the <br />School Board, were present. <br />John Walf, representative of the Classroom Teacher's Association, <br />and two unidentified females, were present. <br />Roland Scott, Chairman of the School Board, was the spokesman for <br />the School Unit. Mr. Scott stated that the largest needs now confront- <br />ing the School System was that of a Band Room at Orange High School, a <br />new school at Efland-Cheeks, and a storage warehouse for the Food Services <br />and MaintanGe Departments'R <br />~r <br />A discussion ensued between George Williams, Roland Scott, and <br />members of the Board. <br />Commissioner Gustaveson inquired if the School Board has any ideas <br />or cost estimates for the itemized needs. <br />George Williams replied he felt that two million dollars would <br />place the County School Unit in a good position, however, this figure <br />did not include any emergencies plus some "odds and ends". Anew <br />school approximately $700,000.00; the add-on of a Band Room, storage <br />facilities, dressing rooms and over crowded rooms at some schools <br />could easily amount to one million dollars. He stated that two million <br />dollars would be necessary during the next five year period. <br />The County Administrator inquired if this did not indicate that <br />buildings and/or a building program should be translated into a rough <br />estimate of three million dollars. Discussion ensued. <br />Chairman Garrett stated that the second item that would be reviewed <br />was the request of the Classroom Teacher's Association for the Board to <br />call far an election that would permit a vote on a supplemental tax in <br />the Orange County School District. <br />It was pointed out that a supplemental tax would not necessarily be <br />used for teacher's salary supplement, that taxesycollected in this manner <br />could be used at the discretion of the School Board to cover any school <br />needs. <br />Roland Scott, Chairman of the School Board, reviewed the action <br />that had been taken by the School Board when the Classroom Teacher's <br />Association had petitioned his Board for their approval of a special _. <br />tax supplemental election. He presented quotations of the salary sche- <br />dule that was now in effect and stated that he had been from the begin- <br />ning apposed to the calling of any election on the question. <br />A review and discussien ensued between members of the School Berard, <br />John Wolf, Eva Crabtree, and members of the Board of Commissioners. <br />The Board of Commissioners questioned the School Board as to their <br />intended use of the supplemental tax monies if the election was success- <br />ful. The School Board stated that they had not prepared a budget or <br />planned for any intented use of said monies. <br />
