3~ <br />Tom Ward stated that this allocation would leave Orange County <br />$60,000.00 short of anticipated revenues and that the allocation had <br />been made because Frank Porter Graham School had a special project for <br />contracted day care. The Social Service Board approved this project <br />but were not told until last Friday that the Federal match for the pro- <br />ject would come from the County's Federal Allocation. Mr. Ward advised <br />the Board that an objection to this allocation would be filed by the <br />Social Services Board. Mr. Ward advised the Board that if the applications <br />for money that had been filed by the various agencies were not accepted <br />on a State level for funding then the local funds need not be expended. <br />The Board agreed that if State funding was not available for the <br />programs chosen by the Board then County funds would not be expended. <br />Commissioner Walker stated that it was agreeable to him to spend <br />the $10,000.00 allocation among the various agencies' programs as long <br />as the expenditures does not exceed the $10,000.00 County appropriation. <br />Commissioner Whitted stated that he would suggest that Chore Service <br />for Council on Aging be allocated $825.00; CRIB $1,500.00; Joint Orange- <br />Chatham Community Action - Legal Aid, Program $4,000.00; and Orange County <br />Day Care Coalition - Health Support Services $3,350.00 making a total of <br />$9,675.00, plus the other allocation, Joint Orange-Chatham Community <br />Action, Mobile Meals - $6,262.00, making a total of County match $15,937.00. <br />Commissioner Whitted suggested that the Board use $10,000.00 appropriated <br />for Title XX, plus an appropriation of $5,937.00 from the Contingency Fund <br />to make a total of $15,937.00. <br />Commissioner Pinney stated that he would be in favor of considering <br />the use of only the $10,000.00 that had been applied for local match and <br />he suggested that the Board consider each program item separately. <br />Chairman Garrett stated she had talked with the Sheriff and he would <br />be coming before the Board on next Tuesday, August 19, 1975, to discuss <br />personnel problems as they relate to salaries and that she was concerned <br />about the salary question. She stated further that if there were any <br />excess monies she would favor these monies being used for salaries support. <br />Discussion ensued concerning the salaries paid by various law enforce- <br />ment units in the County and the possibility of finding sufficient funds <br />within the current Sheriff's budget. <br />Commissioner Gustaveson pursued the question of what to do about <br />programs that wexe chosen by the Board but not accepted by the State. ` <br />Mr. Ward advised the Board that if programs were not selected for <br />funding then the Board had the choice of requesting other programs to be <br />considered. He stated that he had already advised the State of the fact <br />that Orange Gounty wished to use all Federal funds that had been allocated. <br />Commissioner Finney moved that the Board approve for Council on Aging, <br />Chore Service the amount of $825.00. <br />Discussion ensued. Commissioner Pinney amended his original motion <br />to include CRIB in the amount of $1,500,00 and Health Support Services <br />from Orange County Day Care Coalition in the amount of $3,350.00 totaling <br />$5,675.00. <br />Discussion ensued. Commissioner Walker stated that if $5,675.00 was <br />the extent of the programs expenditures then he would second the motion. <br />Discussion ensued concerning the monies that would be left from the <br />original $1D,000.00 appropriation. Commissioner Walker stated that he <br />felt this money could be used for salary consideration due to the fact <br />that all the program for which funds were being allocated were, in his <br />opinion, duplications of services already being provided by the County. <br />Commissioner Pinney replied that he could not agree with Commissioner <br />Walker because the programs he had considered were, in his opinion, not <br />duplicates of existing programs and that the list reflected his priorities. <br />Commissioner Pinney's motion died for lack of a second, <br />
