3f <br />Chairman Garrett refexred to Item #4 on the Agenda: (Allocation of <br />funds for Title XX Program). <br />The different agencies preser_ting request for funds to the 3oard <br />of Conu:tissioners were the Council on Aging; Welfare Rig;.Zts; Orange <br />County Day Ca.~.e Coalition; :joint Orange-Chatham Comartunity Action and <br />CR2B. The r~ques't from Orange-Person-Chatham Mental Health Agency had <br />been withdrawn. <br />Chairman C,arrett asked if there was any discussion on any of these <br />agencies? Commissioner Whitted stated that he had a question regarding <br />the original proposal presented by the Orange County Day Care Coalition, <br />Health Support Services. He inquired of Tom T,aard, Social Services Direc- <br />tor, "am I correct in my understanding that this proposal was that a <br />person would be assigned to the nepartrient of Social Services?~ Mr. <br />Ward replied that this was correct, however, he was concerned about <br />Social Services trying to administer Health Service through one employee, <br />as well as the question of who would supervise. this employee. <br />Commissioner T.ahitted stated that the Joint Orange-Chatham Community <br />Action Agency had to rename one of their programs from "t4eals on Ti,Tk~eols" <br />to Mobile Meals due to the fact that "Meals on ?heels" was a cop~narited <br />name. <br />Commissioner Pinney suggested consideration of Council on Aging - <br />Bus Driver and Chore Service. <br />Commissioner Whitted suggested consideration of Joint Orange- <br />... Chatham Com*nunity Action - Mobile Meals. <br />Chairman Garrett suggested consideration of Joint Orange--Chatham <br />Community Action - Legal Aid. <br />Commissioner Pinney also asked far consideration of CRIB, <br />Chairman Garrett added that she would also like for the Board <br />to consid.er_ the Orange County Day Care Coali±ion - Health Support <br />Services. <br />Discussion ensued concerning the Council on Aging request fo.r <br />funds to employ a bus driver. Tt was agreed that Dr. Martin, Director <br />of Council on Aging, would-prefer that the monies for a bus driver come <br />through. other State or local sources. Therefore, Commissioner Pinney <br />withdrew his recommendation of a bus driver for Council on Aging. <br />Discussion ens~xed concerninn the Chore Serve cahich is a training <br />program r_onducted through the Council on. Aging. P4r. [yard pointed out <br />that his ]7epa_rtment paid for Chore Service, b»t that the Council on P..ging <br />trained these individuals, Commissioner Whitted painted oat that this <br />allocation would be appropriated for an additional employee to supervise <br />Chore Service employees that also provided Homemaker Services. <br />Commissioner whitted spoke in support of the Legal Aid program <br />being requested by the Joint Orange-Chatham Community Action. He stated, <br />however, that the priority of this agency had been listed as the Mobile <br />Meals program. <br />Chairman Garrett reviewed the programs of Mobile Meals and Chore <br />Services ar_d compared them with other programs of similar nature that <br />are being sponsored by various local agencies. She stated that, no <br />assistance except attorneys willing to contribute some free time was <br />being given to certain citiaens. She then cited examples of legal needs <br />that had been brought to her attention, <br />Discussion ensued concerning the State Plan for Title }rX. <br />Chairman Garrett spoke in favor of the Health Support Services <br />for the Orange County Day Caxe Coalition. <br />Commissior_er. ti•?alker stated that out of the $20C,000.00, the State <br />has already given to the Frank Porter Graham School $140,000.00 leaving <br />the County with 560,000.00. <br />
