33 <br />M2NUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />August 11, 1975 <br />The Board of Commissioners of Orange County met in special session <br />at 7:30 p.m. on Monday, August 11, 1975, in the Commissioners Room of the <br />Courthouse 'in Hillsborough. <br />Members present: Chairman Garrett and Commissioners Norman Gustaveson,- <br />Norman Walker and Richard Whitted. <br />Commissioner Jan Pinney was absent. <br />Mr. Kurt Jenne, Acting Town Managex'.of Chapel I3i11, Aldermen <br />R. D. Smith and Mr. Alvin Stevenson from the Chapel Hi11 Housing Authority <br />were present representing the Town of Chapel Hill. <br />Aldermen Fred Chamblee and John Boone and City Manager, J. L. Greeson <br />were present representing the Town of Carrboro. <br />Mr. Lane Sarver and Mr. Roger Dalton were present representing <br />the Council of Governments. <br />Repzesentatives of the Town of Hillsborough were unable to be <br />present because of a conflicting meeting. <br />This meeting was held in order that Mr. Sarver might review with <br />those persons present the new Section Eight housing regulations now in <br />the process of implementation by HUD. <br />Mr. Sarver started his review by saying if a qualifying (low income) <br />person pays 25~ of his gross income for housing I3IID, under this program, <br />is committed to paying the balance of his rent as long as the total paid <br />does not exceed HUE's estimate of the fair market rent. <br />The new Section Eight programs are divided into two parts. The <br />first part, which is not being implemented here yet, deals with new <br />units of housing. In Orange County approximately sixth (60) units of <br />this type housing will be approved. Developers, Housing Authorities <br />or other qualified agencies will submit proposals for these sixty units <br />to HUD. After appropriate review HUD will award one or more contracts <br />guaranteeing rent supplements to the occupants of these units. It will <br />be the obligation of the successful bidder then to secure private financing <br />and to proceed with the construction of these housing units. The <br />developer will have the overall responsibliity for selecting tenants <br />and operating these housing units. <br />The second part of the Section Eight program deals with existing <br />housing units. HUD allocated sixty-six housing units for all of Orange <br />County for the .fiscal year ending June 30, 1975 and expects to make an <br />allocation for the fiscal year 1975-1976 during the early spring of 1976. <br />It is proposed the program operate in this manner: <br />1. HUD will designate some organization as the Public Housing <br />Agency for Orange County This organization fray be any already <br />existing unit of general government or possibly one of the units <br />of special government such as a Redevelopment Commission or <br />Housing Authority. <br />2. The Public Housing Agency (PHA) must then advertise the <br />existance of this program and begin to certify eligible tenants. -' <br />3. A certified tenant would search on his own or with directions <br />from the PIiA for qualifying units of housing. These housing units <br />must meet all local building code requirements and in the absence <br />of such requirements they must meet a minimum code prescribed by <br />HUD. <br />4. Once the sixty-six units allocated to Orange Ceunty have been <br />filled a waiting list would be created. <br />HUD will alse allocate some administrative money to help operate <br />
