t% ~4 Laura Detwiler requested that two members of County Commissioners' <br />Board assist in the organizing of a County Youth Council. Chairman <br />Garrett and Commissioner Whitted volunteered to work with the group <br />on a temporary basis. Commissionezs Walker and Pinney stated that they <br />would like to be advised of the Organizational Meeting. <br />Chaixman Garrett referred to Ttem #7 on the Agenda: (Adoption of <br />"Assurances"in connection with the change of Grantee Resolution oon- <br />cerning the Mental Health Building Renovation Grant.) <br />It was painted out that the matter of the Assurances were pre- <br />sented to the Board on July 7th, however, the action taken was not _. <br />clear as to the formal adoption of the Assurances. <br />Discussion ensued. <br />Upon motion of Commissioner Pinney, seconded by~Commissioner <br />Whitted, it was moved that the Board adopt the Assurances and have <br />the Chairman sign the Certification Certificate. <br />Commissioner Walker questioned the filling out of the forms as <br />to the amount of monies Orange County would be committed. <br />Further discussion ensued. <br />Chairman Garrett called for a vote on the motion. <br />Commissioners Garrett, Pinney and Whitted voted aye. <br />Commissioner Walker voted nay. <br />Chairman Garrett declared the motion passed. <br />Chairman Garrett referred to Item#8 on the Agenda: (Agencies that <br />filed requests for Title XX Programs with the Aepartment of Social <br />Services have been advised the County will hear any requests for County <br />funds to provide part or all of the local matching funds at this time.) <br />Chairman Garrett recognized Tom Ward, Director of the Orange <br />County Social Services Department. <br />Mr. Ward stated that in most instances each agency that had sub- <br />mitted an application for funds under Title XX was now requiring lest <br />than appeared an the first application. <br />Chairman Garrett recognized Dr. Charles Martin, Executive Director <br />of the Council on Aging. <br />Dr. Martin filed the Council's request for Title XX-funds. <br />(Copy of Council on Aging Request see Minute Docket Book 9•, Page 29 .) <br />Chairman Garrett recognized the Welfare Rights Union. <br />Donald Baker was spokesman far the group. <br />Mr. Baker filed a request for Title XX funds. <br />(copy of Welfare Rights Union Request see Minute Docket Book 5, <br />Page .) <br />Mr. Ward advised the Board that the State has rejected the applica- <br />tion filed by the Welfare Rights Union as the "In-kind" services listed <br />were not acceptable to the guidelines as a local match. Mr. Ward stated - <br />further that his understanding of the guidelines meant monies in-hand <br />and each application would be for a nine month funding period. <br />Chairman Garrett recognized the Orange County bay-Care Coalition. <br />Lynn Gunn was spokesman for the group. <br />(Copy of Orange County Day-Care Coalition Request see Minute Docket <br />Book 9, Page 30 .) <br />
