22 <br />Chairman Garrett referred to Item #2 on the Agenda: (A bus for <br />the Council on the Aging - County Commissioners have endorsed a request <br />from the Council on Aging to the State for acquisition of'a bus. Funds <br />to acquire this bus have been approved. Dr. Martin is to review with <br />the Board the matter of a driver and of operational casts.) <br />Dr. Charles Martin, Director of Council on the Aging stated that <br />the. Council was requesting transportation money in the amount of $2,100.00 <br />to be applied toward a bus driver's salary. However, this amount would <br />be requested under Title XX. <br />Discussion ensued concerning a commitment by the Board for Matching <br />Funds for the purchase of a bus. Doctor Martin advised the Board that <br />the Council now needed $1,672.00 as local match for.the bus. <br />Further discussion ensued. <br />Upon motion of Commissioner Whitted, seconded by Commissioner <br />Pinney, it was moved and adopted that $1,672.00 be approved to the <br />Council on the Aging from the Contingency Fund for the purchase of a <br />bus. <br />Chairman Garrett referred to Item #3 on the Agenda: (Release of <br />Reading Program Funds: The 1975-1976 County budget carries a $226,0,00.00 <br />contingency appropriation for reading improvement. Both .the County and <br />Chapel Hill School Units have been advised that to date their programs <br />have not been funded. They foresee little likelihood their programs <br />will be funded and are requesting the County release its contingency <br />appropriation. The appropriate division of these funds is, Chapel Hill <br />$116,570.80; and the County $109,429.20.) <br />It was painted out that the two school units had expected the State <br />to appropriate the funds needed for the continuation of the Reading Pro- <br />grams. However, at this date no one was aware if the State funds would <br />be forthcoming. The County Administrator advised the Board that the <br />School Boards needed to be advised of whether or not the funds would <br />be appropriated due to the fact that school opens in less than a month <br />and plans had to be made if the Reading Programs were to be continued. <br />Discussion ensued. The Board expressed the concern about the expendi- <br />tures of these monies if the State decided to appropriate funds for the <br />Reading Programs. It was agreed that the Board could appropriate the <br />monies to the School Boards with the understanding that these monies <br />would revert to the County if the State decided to fund these programs. <br />Upon motion of Commissioner Walker, seconded by Commissioner Pinney, <br />it was moved and adopted that the County appropriate from the Contingency <br />Fund to the Chapel Hill-Carrboro School Board the sum of $116,570.80; and <br />to the County School Board the sum of $109,429.20, with the understanding <br />that if the Reading Programs are funded by the State then this appropria- <br />tion is to be returned to the County. <br />The Chairman referred to Item #4 on the Agenda: (A Resolution adjust- <br />ing Fees at the joint Landfill effective August 15, 1975.) <br />The County Administrator advised the Board that the tonage in the <br />Landfill was not reaching the expectations. Therefore, the towns of <br />Carrboro and Chapel Hill felt that the fees need to be adjusted. Mr. <br />Gattis filed with the Board a copy of the Landfill Budget that had been <br />reviewed by the Fiscal Officer. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Whitted, <br />the fallowing Resolution was unanimously adopted. <br />"WHEREAS Carrboro, Chapel Hill, and Orange County have organized <br />to operate a landfill, and <br />WHEREAS operation of the landfill is administered by the Town of <br />Chapel Hill with the approval of Carrboro and Orange 'County, NOW <br />THEREFORE: <br />BE IT RESOLVED by the Orange County Board of Commissioners that the <br />Landfill Fees will be as follows: <br />
