9 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />July 10, 19'75 <br />The Board of County Commissioners of Orange County met in a joint <br />special session with the Hillsborough Board of Commissioners at 8:00 p.m. <br />on Thursday, July 10th in the Commissioners Room of the Courthouse in <br />Hillsborough. <br />j Gounty Commissioners present were Norman Gustaveson, Jan Pinney, <br />and Norman Walker. <br />County Commissioners absent were Flora Garrett, and Richard Whitted. <br />Others present were Hillsborough Town Commissioners Arthur Crabtree, <br />Ralph ~Qeighbours, Allen Lloyd, John Roberts, and Mayor F. S. Cates. <br />Representatives from the Triangle J.Council of Governments were Pearson <br />Stewart, Frank Chamberlain, Peter French and Louise Horney. Jahn Pridgen, <br />Hillsborough Town Engineer, and Barbara Burch, Hillsborough Town Clerk, <br />were also present. <br />The assembled group asked F. S. Cates to serve as meeting chairman. <br />Mayor Cates asked Pearson Stewart to introduce the subject of <br />discussion. <br />r2r. Stewart responded by saying that the Triangle J Council of <br />Governments was undertaking a broad based water quality study. The <br />State had advised the Council of Governments that within their total <br />study area the Iillsborough, Holly Springs and Wendell-Zebulon areas <br />did not have a high 201 study priority. In the Hillsborough area at <br />least this relatively low priority resulted partially because of the <br />construction of the new Hillsborough Sewer Plant, Thus, in order that <br />the sewer facilities portion of the overall study be completed the <br />Council of Governments was moving ahead with the Hillsborough area <br />201 study with its own funds. Tt has already moved ahead in a similiar <br />manner with the Wendell-Zebulon and Holly Springs studies. <br />' The Council of Governments had developed a proposal for the 201 <br />study here and sent it out to engineering firms that expzessed inte- <br />rest in this study. Responses to the proposals have been received <br />from Wiggins and Rhimer, Ragsdale and Associates, Rose, Pridgen and <br />Freeman and L. E. Wooten. <br />Mx. Stewart then pointed out that this meeting had been scheduled <br />between the Council of Governments, Hillsborough and the County to re- <br />view the proposal responses. Since none of the companies submitting <br />proposals had been asked to attend this session and that Rose, Pridgen <br />and Freeman were here at the request of the Town of Hillsborough it <br />seemed appropriate that they should be asked to leave. <br />Mayor Cates responded to Mr. Stewart's suggestion by saying that <br />Rose', Pridgen and Freeman were the engineers of the Town of Hillsborough <br />and that the Town was unwilling to undertake the .consideration of any <br />engineering matter unless their engineers were present. <br />Commissioners Norman Gustaveson and Jan Pinney took issue with <br />Mayor Cates' statement saying in effect that if Rose, Pridgen and <br />Freeman were allowed to stay they would be put in the position of <br />reviewing the work proposal of their competitors. This seems unfair <br />to them. <br />Commissioner Gustaveson suggested the group proceed with the pro- <br />. posal analysis as it was apparent to him that the assembled group <br />would select the most qualified proposal. <br />Mayor Cates stated he was willing tc proceed if no one objected <br />to the presence of Rose, Pridgen and Freeman. <br />
