Public Involvement and Interagency Consultation <br />The 2035 Transportation Plans are consistent with consultation requirements discussed in 40 CFR <br />93.105. Interagency consultation was a cooperative effort on the part of the Capital Area MPO, <br />the Durham-Chapel Hill-Carrboro MPO, the Burlington-Graham MPO, the Triangle Area RPO, <br />the Kerr-Tar RPO, the Upper Coastal Plain RPO, the North Carolina Department of <br />Transportation and the Federal Highway Administration. The process was administered by the <br />Triangle J Council of Governments on behalf of the partners and was organized according to the <br />sections in the document titled Triangle Region Transportation Conformity: Pre-Analysis <br />Consensus Plan, a document agreed to at the initial interagency consultation meeting on June 9, <br />2008 and updated periodically. Subsequent interagency consultation meetings were July 11, <br />2008, July 25, 2008, October 3, 2008, October 30, 2008, December 12, 2008, January 9, 2009, <br />February 13, 2009 and March 6, 2009. <br />A copy of the latest version of the Consensus Plan, together with summaries of the interagency <br />consultation meetings are included in Appendix C. <br />Public review of this report is being handled in accordance with each MPO's public participation <br />policy. A copy of the public participation policies are included in Appendix J. Comments from <br />the public participation process will be incorporated into the final Conformity Analysis and <br />Determination Report. Those comments will be included in Appendix K of the final report. , <br />6. Conclusion <br />Based on the analysis and consultation discussed above the following transportation plans and <br />TIPS conform to the purpose of the North Cazolina State Implementation Plan. In every horizon <br />yeaz for every pollutant in each geographic area, the emissions expected from the implementation <br />of the long-range plans and TIPS are less than the emissions budgets established in the SIP. <br />28 <br />
