It is unclear to us whether the bequest was <br />designated as building funds (bricks and mortar) only. In addition, it is unclear if <br />the donation is to the library or is the donation attached to any of the local history <br />collection and must remain with that collection. <br />As per direction from the County Manager, we are requesting that you review <br />and interpret the attached will and the bequest of $50,000 to the Orange County <br />Public Library from Rebecca Wall. I am also attaching copies of the Board of <br />Trustees minutes of 1982 and 1983, when the will was discussed at the Trustees <br />meeting and included additional insight provided by the attorney, Mr. Lonnie <br />Coleman on the designation of the funding. Possibly, there is additional <br />information that can be acquired through conversations with the originating <br />attorney, Mr. Coleman. <br />We are hoping to receive a clear opinion of the interpretation of the will by April <br />16, 2009. The next step will be sharing an overall strategy with the BOCC in <br />May.
