Section H <br />4. Analysis of Existing Conditions <br />Orange County entered into a contract with TischlerBise, Inc. in 2007 to update the <br />student generation rate analysis and impact fee levels. In December 2008, the BOCC <br />adopted revised impact fee levels based on the consultant's work. Additionally, the <br />BOCC directed staff to follow the process outlined in the SAPFO MOUs to update <br />student generation rates as they pertain to SAPFO processes. The current adopted <br />standards are shown in Attachment II.E.1. The recent student generation rates from the <br />2007 TischlerBise report are shown on Attachment II.E.2. <br />Also, note that students are generated from new housing as well as from existing housing <br />where new families have moved in. The CAPS system estimates new development <br />impacts and associated student generation but it is important to understand that student <br />increases are a composite of both of these factors. This effect can be dramatic and can <br />vary greatly between areas and districts where either new housing is dominant or new <br />families move into a large inventory of existing housing stock. <br />5. Recommendation — Adopt updated TischlerBise 2007 Student Generation Rates <br />The SAPFOTAC discussed the most recent student generation rates included in the 2007 <br />TischlerBise report. They recommend the BOCC and other governing boards accept the <br />new, most current rates and adopt them as the standard for SAPFO and the CAPS system. <br />In addition, the SAPFOTAC recommends the definition be revised to include all of the <br />housing types included for both CHCCS and OCS, as shown on Attachment II.E.2. The <br />SAPFOTAC intends to take these changes through the process defined in the MOUs in <br />2009. <br />M <br />
